About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates numerous secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State, which includes but is not limited to parole supervision through case management to ensure community safety.

Description of Job
Summary of Position:
This position is crucial in providing training programs to the Western Region Office and Grand Mesa Youth Services Center employees. This position determines whether new staff members pass the pre-service academy, which is used to determine whether a new staff member can continue their employment with DYS. In addition, this position conducts matrix supervision of new staff members at Grand Mesa YSC. This position is crucial in coaching and mentoring new hires, as this position evaluates the progress of the employee's training and performance. This position then develops additional training that is based on the evaluation of new hires' performance and ensures that all training standards are followed. This is the model training practice that the division will be implementing in other regions for youth centers. This position assists Youth Center Supervisors and Directors in monitoring the performance and developing additional action plans for the training and onboarding of new staff.

Now that the Department has invested in the Learning Management System (LMS), the position is expected to create and monitor online courses that help move the organization forward using this new medium. This position is responsible for the development of online courses that are of crucial importance not just to new hires but to the continued professional development of all DYS employees in the Western Region.

Staff Authority Post-Academy Program Administration:
This position develops and implements training programs/curricula for, but not limited to, effective milieu management, policy, life safety skills, verbal de-escalation strategies, and cognitive behavioral services that promote adherence to DYS's mission of public safety and effective supervision of juvenile offenders for both Instructor-led and online training. This position uses knowledge of current research, trends, standards, policies, and other experts in the field to develop training plans and programs that educate DYS staff in evidence-based interventions and therapeutic strategies for mental health issues, effectively manage a milieu, and provide cognitive behavioral interventions, and treatment models relating to violent and sexual offenders, effective and proper use of CPR/FA skills, values and boundaries, report writing, Adolescent Development, supervisory responsibilities, and new employee training. The position analyzes the current state of these services by communicating with facilities, other organizations, client managers, and direct care workers.

The position is responsible for maintaining an ongoing needs assessment process that assists in identifying gaps in services that require new and/or further training and sustainability plans. Utilizing expertise in training, the position assesses and makes recommendations on best delivery methods, including but not limited to the computer-based classroom, online, and/or some hybrid variation. This position uses training knowledge to include processes that increase retention and training models that are necessary to achieve success. Based on this information, develop systematic plans to address gaps or needs in services and the most effective ways to educate staff in utilizing the skills directly with our clientele. Provides technical assistance before, during, and after implementation to ensure fidelity and sustainability of the training.

Delivery of Training Curriculum:
This position is responsible for delivering training in large and small group settings. In addition to the training delivery, this position also provides resources and contacts for ongoing professional development training. This position distributes information on external training that would be beneficial to the youth and families DYS regions serve. Maintains a balance of the efficacy of regional training with the needs of each individual region. Provides input, direction, and implementation in the development and maintenance of the DYS Pre-Service Academy

Professional Development and Other Duties as Assigned:
This position participates in professional development coursework, training sessions and/or seminars on an ongoing basis. Enhances individual and unit effectiveness by completing special projects and stretching assignments accordingly. Stays abreast of current developments and best practices in Training disciplines

Experience Only:
Seven (7) years of relevant experience in an occupation related to the work assigned to this position

OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.

Special Qualifications - This position requires subject matter expertise to train in physical response skills and to demonstrate such skills. This position tests and determines pass or fail of new staff in the required training to be a YSS Direct care staff at a Youth Center.

Conditions of Employment:
  • Be a minimum of 21 years of age, with no felony convictions or history of domestic violence

  • Travel - This position requires travel to state-wide offices as well as attending meetings at different locations. This position requires the ability to be physically present at the various locations across the state to meet training needs. This position has access to vehicles at the WRO and will need to have the ability to travel throughout the work week
  • Continued employment is contingent upon successful completion of the DYS Pre-service Training Academy, Field Training Program (FTO) and mandatory annual training in all subject areas, where applicable.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
