About Us:The City of Glendale's Code Compliance Division is responsible for ensuring compliance with all city codes and ordinances. These codes generally pertain to vacant land and existing structures, as well as regulations that apply to building, fire, general nuisance, health and safety, property maintenance, rental property and zoning.

The Role:
The Code Compliance Official plans, organizes and directs the activities and staff of the Code Compliance Division.

Salary:

This position is:
  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • A Grade 414 with an annual salary between $93,240.00 - $139,860.00.

Holiday, Vacation, and Sick Leave:

Regular status positions offer:
  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year.
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).

* Days per year estimates are based on an 8-hour work day.

Retirement:
This position participates in the Arizona State Retirement System (ASRS).

  • The current contribution rate is 12.27%.
  • Contributions are mandatory, and are collected each pay period.

Essential Functions

  • Plans, organizes and directs the activities, goals and objectives and staff of the Code Compliance Division.
  • Directs and develops staff in city and departmental philosophies on providing customer service in a regulatory atmosphere.
  • Coordinates activities with other departments/divisions and outside agencies to ensure compliance with city codes, ordinances and other regulations.
  • Investigates and resolves complex or sensitive issues related to employees, citizens or code compliance.
  • Provides information to City Council, City Manager, city management and citizens regarding Code Compliance related codes, ordinances and policies.
  • Compiles and prepares quarterly reports, grant applications, and other established reports within established deadlines.
  • Researches, interprets and applies city codes, ordinances and other rules and regulations.
  • Represents the department on various task forces and committees at the city and state level.
  • Provides development opportunities for Code Compliance staff.
  • Manages the division's responses to media, citizens, elected officials and city management inquiries, complaints and concerns.
  • Reviews and updates division policies and procedures and ensures proper implementation and staff compliance.
  • Manages the division's volunteer program including recruitment, retention, coordination with Human Resources and development of volunteer work schedules.
  • Represents the division at council district meetings, organized neighborhood meetings and other public forums.
  • Operates city vehicles.
  • Performs other related duties as assigned.

  • Minimum Qualifications/Special Requirements/Success Factors
    Bachelor's degree in Business or Public Administration or a related field and five years increasingly responsible management/administrative experience in code or zoning related interpretation or application programs, and two years management experience.
    Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

    Knowledge of:
    • Principles and practices of public administration and management
    • Code and zoning ordinance interpretation and application
    • Public Administration budgeting and accounting
    • Principles and practices of building and safety inspections
    • Negotiating, conflict management and consensus building techniques
    • Project management and organization principals
    • Legal processes used to obtain compliance with codes

    Ability to:
    • Effectively plan, organize, manage and direct the activities of a division
    • Effectively supervise, train and develop staff
    • Establish and maintain effective working relationships with government officials, committees, citizen action groups and other city departments
    • Deal effectively with difficult situations; solve problems and complaints
    • Communicate effectively verbally and in writing
    • Read, interpret, explain and apply city codes, ordinances, policies and regulations
    • Operate city vehicles

    Special Requirements
    • Valid Arizona Driver's License.
    • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
