The Folsom Community Development Department is currently recruiting for one (1) Senior Construction Inspector to join the Development Engineering Division. The ideal candidate possesses a strong command of construction means and methods for underground and site development construction, along with experience in public roadway and underground utility projects.
Under the general direction of the City Engineer, the Senior Construction Inspectorwill inspect, direct, and coordinate construction activities for permitted projects and development, including assessment of workmanship and materials used in the construction of public and private projects to ensure conformance with applicable laws, ordinances, standards, plans, specifications, industry standards, and departmental regulations. Incumbents may oversee, monitor, and/or direct the work of lower level personnel.
DISTINGUISHING CHARACTERISTICS
The Senior Construction Inspector is the lead or specialist level in the Construction Inspector series. In the lead assignment, incumbents provide direction to lower level staff including, directing, and reviewing the work of staff. In the specialist assignment, incumbents work on specialized projects containing a high number of complex and difficult tasks and assignments. Positions at this level are distinguished from those in the lower level classification of Construction Inspector I/II by the independence with which they perform their duties of handling the more difficult and complex work and performing lead work. This class is distinguished from the class of Construction Inspector Supervisor in that the latter serves as the full supervisor of incumbents in the lower levels of the series.

Two (2) years of experience as a Construction Inspector II with the City of Folsom.
OR
Four (4) years of experience as a Construction Inspector.
OR
Education:
An Associate's degree from an accredited college or university or completion of a two (2) year certificate program in Construction Management or Construction Supervision and Inspection.
AND
Experience:
Four (4) years of full-time sub-professional engineering experience or journey-level land development, parks, utility, or public works construction experience.
License, Certificate, Registration Requirements:
At the option of the City, persons hired into this class may be required to either possess at entry or obtain within specified time limits, designated licenses, certificates or specialized education and training relevant to the area of assignment. Additional requirements may include, but are not limited to the following:
Work is performed in a typical outdoor environment on a year-round basis. (1) Mobility: frequent performance of manual labor; frequent standing for long period of time; frequent bending and squatting. (2) Lifting: frequent lifting up to 50 pounds; occasional lifting up to 75 pounds. (3) Vision: constant use of overall vision. (4) Dexterity: frequent grasping, holding, and reaching. - Monitor the work of lower level staff within the series and provide regular updates on progress or challenges in active construction work.
- Provide or recommend supplemental training to staff regarding laws, ordinances, standards, plans, specifications, and departmental regulations related to construction inspections.
- Inspect materials and construction workmanship for capital improvement in support of all City departments and private projects to ensure compliance with contract documents, which includes checking traffic control, site safety, line, grade, size, and location of facilities; observe work during progress and upon completion.
- Review project plans and specifications for a variety of public and private projects.
- Confer and meet with property owners, developers, and/or contractors regarding project schedule, hazards, and potential public inconvenience.
- Prepare documentation and reports in accordance with city standard construction management and inspection procedures.
- Review project submittals for conformance with City, County, and State Standards.
- Prepare weekly project reports for development projects.
- Coordinate work with other City departments and staff, developers, contractors, and utilities.
- Review and monitor construction schedule to ensure construction is progressing according to contract requirements.
- Perform storm water and air pollution inspections throughout the construction of public and private projects to ensure compliance with State erosion control standards.
- Investigate issues and complaints from the public relating to construction projects.
- Perform related duties as assigned.

Minimum Qualifications
Experience:
Two (2) years of experience as a Construction Inspector II with the City of Folsom.
OR
Four (4) years of experience as a Construction Inspector.
OR
Education:

- Some positions may require the possession of, or the ability to obtain and retain, a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be evaluated on a case-by-case basis.
- Inspector II - ACIA Division 4 Public Works Certification is desirable.
