Essential Job Functions- the basic job duties an employee must be able to perform:
- Administer FMLA and counsel employees on the use of benefits including short-term disability, long term disability, injury leave and other medical leave of absence
- Reconcile and audit complex weekly payroll and time reporting processes
- Complete and administer personnel action forms for new hires, separations, leaves of absence and promotions; process other personnel and position actions in HRIS systems
- Update work schedules and budget codes
- Counsel retiring employees and process required paperwork
- Process employee paperwork related to onboarding and offboarding
- Monitor HR records for retention and destruction
- Process Educational Assistance requests
- Collaborate on execution of HR supported events
- Provide administrative support to HR Manager, HR Captain, Senior HR Analyst, and Recruiter as needed
We are looking for candidates who will demonstrate:
- Expert knowledge of modern office technology and software applications (Microsoft Office Suite - Word, Excel, and Outlook)
- Previous experience using payroll accounting systems and software, ideally PeopleSoft
- Expert knowledge of federal and state employment law including FLMA and Short-Term Disability requirements
- Ability to work collaboratively in a small, team-oriented environment
- Ability to work under short deadlines and in high stress situations
- Abilitytosuccessfullymanagemultiplepriorities,varyingresponsibilities,deadlines,andmultiple interruptions in an evolving environment
- Ability to communicate clearly and concisely, both orally and in writing with empathy and understanding for our employees
- Ability to establish and maintain effective working relationships throughout the City organization
- Ability to produce a work product with a high attention to detail and minimal errors
Minimum Qualifications
- A bachelor's degree from an accredited college or university with major coursework in business administration, human resources, or a related field
- Three (3) years of full-time experience in human resources or related field
Preferred Qualifications
- Customer service experience
- Experience with PeopleSoft, or other HRIS software, experience with NEOGOV is preferred but not essential
- Experience which demonstrates knowledge of FMLA, COBRA, FLSA, USERRA, ADA, and Worker's Compensation laws and rules
- Experience in health benefits and open enrollment processing
- Experience in basic accounting, auditing, and payroll processing
