Why does the job exist?

The New Mexico Health Care Authority (HCA) is currently in the process of implementing a new Medicaid Enterprise System for the state of New Mexico, newly implemented modules are transitioning out of project phase and into operations.

The Information Technology (IT) Application Developer III will:
  • Proactively provide technical acumen and support to internal and external stakeholders;
  • Work with team members both inside and outside of IT to resolve any issues that arise;
  • Partner and collaborate with business stakeholders to ensure system modules are up to date and appropriate procedures are followed through;
  • Proactively collaborate with vendors, contractors and other government agencies (State and Federal) in managing the operations and maintenance of the assigned module system and;
  • Share expertise as needed with other parts of the organization.


How does it get done?

The IT Application Developer III is responsible for:
  • Engaging in enhancements design & planning: Actively participate in design discussions with multiple stakeholders; develop an understanding of the user base to guide product decisions; define requirements, perform analysis; assist to create business cases for module improvements or redesign; assist in release planning, functional research and testing of releases.
  • Road-mapping & Prioritization: Collaborate with business stakeholders to develop and manage a comprehensive operational product road map and ensure alignment with organizational goals and objectives; Prioritize initiatives based on business impact to ensure long term solutions and quick wins.
  • Stakeholder communications: Collaborate with business stakeholders to communicate customer needs, adjust requirements based on technical feedback and support backlog refinement. Provide clear and regular updates to stakeholders at various levels and manage expectations.
  • Lead transformation execution: Partner with business, technology and external partners to ensure seamless integration and alignment of module functions to support business operations as well as vendor management.
  • Providing excellent customer support: Ability to proactively support other module Product owners, business units and external partners in incident management, escalations and promptly communicate to relevant stakeholders.
  • Other duties as assigned.


Who are the customers?

  • This position supports internal and external Health Care Authority (HCA) stakeholders.


Ideal Candidate

The ideal candidate has:
  • At least seven (7) years of experience in Systems product development and/or project management in Healthcare IT Systems development or operations;
  • At least five (5) years operational experience in functions such as Provider enrollment, benefits management, Quality assurance, health payment systems, Intelligent document processing and care management in Medicaid/Medicare field;
  • Excellent oral, written and interpersonal skills are essential for this position;
  • Strong knowledge and skills in both traditional SDLC and agile development methodologies and;
  • Experience in use of both agile and traditional Project management software tools.


Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and four (4) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Travel statewide is required and after hours work may be required.
