Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain valid driver's license.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting.

Why does the job exist?
The Federal Relations Manager / Policy Advisor will:
- Work externally and internally to ensure that Medical Assistance Division (MAD) fulfills its obligations to the Centers for Medicare and Medicaid Services (CMS).
How does it get done?
The Federal Relations Manager / Policy Advisor is responsible for:
- Performing as the Department lead in communicating with the Centers for Medicare and Medicaid Services (CMS);
- Ensuring the quality, submission and maintenance of reports, letters, data, etc., to CMS;
- Ensuring that the Medicaid State Plan maintains compliance with federal/state regulations and guidelines, including the development of amendments and obtaining CMS approval for amendments;
- Coordinating Section 1115 Demonstration Waiver deliverables, including maintaining a schedule of deliverable due dates, maintaining access to required CMS systems for submissions and monitoring deliverable submissions;
- Coordinating Section 1115 Demonstration Waiver Amendments and Renewals ensuring timely and complete submissions are delivered and Special Terms and Conditions negotiations are completed;
- Supervising staff by assigning and reviewing work, establishing procedures, training, approving leave, and evaluating the performance of incumbents.

- Medical Assistance Division and Health Care Authority leadership;
- Medicaid members in the state of New Mexico and the staff that support those members.
Ideal Candidate
The Ideal Candidate has experience:
- Leading and facilitating communication with CMS, including internal prep meetings;
- Developing, coordinating and leading responses to CMS inquiries and deliverables, including the analysis and evaluation of impacted programs to ensure compliance and progress of programmatic initiatives;
- Providing guidance and leadership on interpreting federal regulations, state statutes, the New Mexico Administrative Code (NMAC) and other relevant guidance documents.
