Travis County, Texas, is looking for a skilled professional with strong visionary and collaborative leadership skills to become a key member of the County's exceptional senior leadership team and serve as its next Fire Marshal.
The Office of the Fire Marshal plays a critical role in the care, safety, and protection of the Travis County community and has statutory authority in the unincorporated areas of the County. The Fire Marshal's office is under the auspices of Emergency Services and reports through the Emergency Services County Executive to the Commissioners Court.
The Fire Marshal directly oversees and manages a staff of 15 FTEs and a current year operating budget of $1.5 million dollars, and a fire code reserve fund of approximately $6 million dollars. Fire prevention activities conducted by the Fire Marshal's Office include such functions as plan review processes, fire code inspections/enforcement, fire investigations, permit issuance, and training of community residents in the relevant areas of fire prevention. The Fire Marshal is also responsible for the overall administration of the Fire Prevention Division's programs, services, and personnel. The next Fire Marshal is expected to serve as a trusted leader and collaborative member of the County Executive's senior management team as well as a valued partner and liaison to the ESD's and the City of Austin's Fire Prevention Bureau.?

Duties and Responsibilities
Minimum Requirements
Education and Experience:
Bachelor's degree in Emergency Management, Criminal Justice, Public Administration, Fire Technology or a directly related field AND five (5) to nine (9) years law enforcement, fire prevention or emergency management experience, including three (3) to five (5) years of mid- to senior level supervisory or management experience;
OR,
Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
Licenses, Registrations, Certifications, or Special Requirements:
Intermediate Certification issued by the Texas Commission on Law Enforcement Officers Standards and Education (TCLEOSE).
Intermediate TCFP Arson Investigator Certification and Intermediate TCFP Fire Inspector Certification issued by the Texas Commission on Fire Protection.
Valid Texas Driver's License.
Preferred:
Advanced or Master's Certification issued by the Texas Commission on Law Enforcement Officers Standards and Education (TCLEOSE).
Advanced or Master's TCFP Arson Investigator Certification and Master TCFP Fire Inspector Certification issued by the Texas Commission on Fire Protection.

All four options include a Pharmacy Plan. Travis County's current policy is to pay 100% of the employee's health insurance premium for the Consumer Choice and HDHP. Employees will pay a premium for both the EPO and PPO. Other insurance benefits include $50,000 Basic Life and AD&D paid by the County.
The following benefits are employee paid:
New employees are covered on the first day of the month following 28 calendar days of employment.
Longevity
Longevity pay is paid for each year completed after three years of continuous service. Peace Officers in a law enforcement activity, whose job requires state peace officer certification, receive pay after one year of certification.
On the regular payday on or after the employee's fourth and subsequent adjusted service dates, he or she receives a single payment for the previous year.
Parking
A limited number of assigned parking spaces are available to employees in the Courthouse Complex.
Personal Holidays
Regular, full-time employees are eligible for up to three paid personal holidays each calendar year. Part-time employees shall be granted personal holidays on a prorated basis. New employees earn personal holidays for the calendar year in which he/she begins employment, based on the month in which employment begins:

New employees are eligible to take personal holidays after 90 days of employment.
Retirement
Travis County is a member of the Texas County & District Retirement System with mandatory participation by certain classes of employees. Seven percent (7%) of the gross salary is deducted each pay period. An employee is fully vested after eight years of service. Benefits are prorated for part-time employees.
Sick Leave
Regular employees earn sick leave at a rate of eight hours per month with unlimited accrual during employment. Part-time employees earn sick leave on a pro-rated basis.
Parental Leave
Each Full-time Paid Parental Leave Eligible (PPL) Employee is entitled to a total of 320 hours of Paid Parental Leave in a 12 month period. Paid Parental Leave for Part-time PPL Eligible Employees is prorated based on the number of hours that they are regularly scheduled to work.
Tuition Refund
Certain classes of full-time employees may receive reimbursement for fees associated with pre-approved, job related course work completed satisfactorily.
Vacation
Based on years of county service, regular, full-time employees earn vacation time at the following rates:

Duties and Responsibilities
- Supervises and conducts criminal investigations to determine person(s) responsible for offenses of arson, including responding to fire scenes 24 hours a day, examines and processes crime, fire and explosion scenes, conducts interviews of witnesses and suspects, obtains sworn statements, prepares reports, affidavits, arrest and search warrants, makes arrests, processes and maintains evidence in accordance with State laws, and testifies in court and other hearings. Enforces laws related to arson, explosives and other State laws.
- Develops and maintains a program that provides timely fire and life safety inspections upon request by the public, and as required/mandated, conducts inspections of County owned facilities on an annual basis and upon request, makes recommendations to correct deficiencies and conducts follow up inspections, maintains records of inspections, coordinates with departments and municipalities conducting fire and life safety inspections.
- Supervises and directs functions of personnel. Ensures personnel maintain state certification and licensing in assigned fields of responsibility. Ensures assigned equipment is properly maintained.
- Develops and monitors annual budget.
- Maintains records and generates reports of activity, develops policies and procedures for fire and explosion investigations, inspections and hazardous materials in compliance with applicable local, state and federal regulations and standards.
- Supports other divisions within emergency services.
- Coordinates and conducts training courses related to fire and explosion investigation, inspection, law enforcement, Incident Command, and hazardous materials.
- Coordinate activities with County departments and other agencies.
- Performs other job-related duties as assigned.
