Job Summary
The Chief of Night Safety is responsible for oversight of all safety work occurring on the overnight shift. The Chief of Night Safety will support the Chief of Operational Safety and Chief of Safety Engineering & Construction in overseeing employees in those groups working on the overnight shift. The Chief of Night Safety will also support the needs of the Chief of Safety Management Systems and the Chief of Environmental.

The Chief of Night Safety will be responsible for verifying that incidents are responded to and escalated, if required, that proper notifications are made to FTA and DPU depending upon the severity of the event and assist the OCC with coordination of Environmental conditions should they arise. The Chief of Night Safety will be the primary point of contact for Safety on the overnight shift. This position will monitor compliance with Federal and State regulations, MBTA safety program requirements, and industry best practices to ensure passenger and employee safety on all modes. It will work closely with all MBTA Operating and Capital Departments to identify, resolve, and track safety issues.

Duties & Responsibilities

  • Oversee Commuter Rail and Ferry Safety, Bus Safety, Transit Rail Safety, Occupational Safety, and Construction Safety nighttime staff within the Safety Division.
  • Ensure the satisfactory and timely completion of investigations of occupational injuries and illnesses, transit incidents, and near-miss events; and preparation and submission of required reports and correspondence to the Massachusetts Department of Labor Standards (DLS), Massachusetts Department of Public Utilities (DPU), Federal Transit Administration (FTA), and other applicable agencies.
  • Directs and coordinates with all Authority departments to ensure that all safety-related activities conducted by departments are performed in accordance with the MBTA Transit Safety Plan, CR System Safety Program Plan, Occupational Health and Safety Plan, and other program documents, and in compliance with applicable codes and regulations.
  • Coordinates with the Safety staff on compilation, analysis, verification, presentation, and reporting of sensitive safety data related to employee injuries, incidents, near misses, and safety hazards and concerns.
  • Review and contribute to the monthly MBTA Board of Directors presentation.
  • Contribute to the tracking, monitoring, closing, and communication of Corrective Action Plans.
  • Work closely with the Safety Management Systems Department to guide and oversee hazard/risk management and corrective action plan development and tracking, as well as opportunities for continuous improvement.
  • Provide effective direction, supervision, leadership, project management, and oversight to a team of MBTA safety managers and staff, consultants, and contractors working to develop, implement, and monitor multiple safety programs simultaneously.
  • Assess the effectiveness of current employee and transit safety programs and report findings and recommendations to senior management.
  • Provide support to the MBTA Chief Safety Officer on matters as directed.
  • Support steering committees, working groups, senior leadership, management, consultants, and labor to help facilitate, coordinate, and execute various program initiatives, efforts, and compliance within the areas of workplace safety, environmental, security, and system-wide accessibility.
  • Establish goals, strategies, plans, rules, procedures, and programs to improve safety throughout the Authority.
  • Foster and implement the motto "safety first" in a manner that recognizes safety as a core value of the Authority.
  • Prepare and present to internal and external audiences a variety of high-level correspondence, deliverables, and specialized technical reports, including Hazard Assessments, System Safety Assessments, and Root Cause Analyses.
  • Oversee the identification and evaluation of safety risks associated with MBTA operations and capital work.
  • Recommend, develop, and implement enhanced specialized safety mitigation strategies.
  • Monitor and ensure organizational compliance with federal, state, and local applicable laws, statutes, regulations, rules, and guidelines for safety.
  • Manage the recruitment, training, discipline, and promotion of MBTA Safety personnel.
  • Participate in the development, administration, maintenance, and oversight of the department's annual budget; make recommendations and forecasts for future resource needs.
  • Direct the creation and management of reports, memos, or programs using MS Word, Excel, PowerPoint, Origami, and Tableau for trending, analysis, meetings, or training.
  • Work collaboratively with other Departments within and outside of the Safety Division to promote workplace and transit safety.
  • Perform all other duties and projects that may be assigned.

Supervision
  • Nighttime supervision (Deputy Directors) of the Operational Safety and Safety Engineering & Construction groups.


Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in Safety, Transportation Safety, Engineering, or a related field.
  • Twelve (12) years of experience in safety oversight; construction, railroad, transit, or bus operation safety; system safety, transportation safety, or related field designing, implementing, and/or monitoring operational safety programs or system safety engineering programs.
  • Seven (7) years of supervisory, manager, leadership experience.
  • Have extensive knowledge of operational safety and system safety engineering.
  • Demonstrated performance of routine audits to ensure compliance with applicable standards and regulations.
  • Must have strong communication skills (non-confrontational and diplomatic approach) - phone, in person, and written.
  • Must have the ability to manage multiple projects and programs.
  • Requires planning, organizational, analytical, problem-solving, influencing, and time management skills.
  • Must have the skills to perform needs coaching and mentoring.
  • Ability to interpret and actively ensure compliance with OSHA, MBTA, and other applicable agency standards.
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 700, and 800 within the first month of employment.
  • Ability to complete all courses required to obtain a PTSCTP within three years of employment.
  • Ability to perform all tasks safely with proper PPE. Ability to perform and oversee that tasks are performed to ensure the safety of MBTA employees, contractors, ridership, the general public, and critical infrastructure.
  • Working knowledge/understanding of 49 CFR Parts 659/674 (the State Safety Oversight Program), 672 (Public Transportation Safety Certification Training Program), and 673 (Public Transportation Agency Safety Plan-PTASP), and 49 CFR Parts 200-299 (FRA Regulations).
  • Working knowledge/understanding of the US Department of Labor's Occupational Safety and Health Act (OSHA) regulations.
  • Knowledge of system safety and/or Safety Management Systems (SMS) principles and best practices.
  • Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skills.
  • Advanced skill level in the use of Word, Access, Excel, PowerPoint, PeopleSoft, and/or other database applications.
  • Ability to handle sensitive and confidential information in an appropriate manner.
  • Have excellent customer service, conflict resolution, negotiation, communication, speaking and writing skills.
  • Have a valid driver's license in accordance with MBTA policy.

Preferred Experience and Skills
  • Fifteen (15) or more years of experience in safety oversight; construction, railroad, transit, or bus operation safety; system safety, transportation safety, or related field designing, implementing, and/or monitoring operational safety programs or system safety engineering programs.
  • Master's degree from an accredited institution in Safety, Transportation Safety, Engineering, or a related field.
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Project Management Professional (PMP), or equivalent safety-related certification.
  • Experience in the transportation industry with commuter rail, heavy-rail, light rail and/or bus systems and/or ferries; and/or experience with operation or maintenance of transportation equipment, such as vehicles, track, structures, facilitates, power, signals, communication, and control systems.
  • Public Transportation Safety Certification Training Program (PTSCTP) Certification.
  • Transit Safety and Security Program (TSSP) Certification.
  • Additional years of experience.
  • Expertise in OSHA standards and/or certification in the areas of construction (29 CFR 1926) and/or general industry (29 CFR 1910).
  • Experience working in transportation security or related field.
  • NORAC Operating Rules qualified, or ability to pass NORAC examination.
  • Relevant safety training courses such as those provided by the Transportation Safety Institute or equivalent.
  • Operation Lifesaver certified.
  • Familiarity with the greater Boston railroad network, including transit rail lines as well as adjacent/interconnecting railroad lines.
