Description / Position Overview
Senior Affordable Housing Analyst

About the Job: In this position you will play a key role in supporting the compliance and long-term sustainability of affordable housing solutions within the city. The position will be responsible for ensuring adherence to federal housing regulations and managing the day-to-day operations of housing programs.

Job Type: Full-time. This is a grant funded position. Current grant funding for this position runs through (Date). Follow-up grant funding is possible.

As a Senior Affordable Housing Analyst, you will:
  • Manage the day-to-day administration of housing programs, ensuring compliance with federal grant guidelines or other agreements, and the effective implementation of affordable housing strategies; Review and administer contracts for federal funding allocations.
  • Ensure strict adherence to federal regulations for U.S. Department of Housing and Urban Development (HUD) and Community Development Block Grant (CDBG) housing programs, including requirements for Davis-Bacon, Section 3 housing, women- and minority- owned business (WMBE), Build America, Buy America Act (BABA), and other cross-cutting compliance areas; Monitor changes in affordable housing laws, regulations, and technology
  • Support the identification of new grant funding opportunities to expand affordable housing programs and act as the lead administrator for newly launched programs.
  • Assist with underwriting applications and provide recommendations for the prioritization of funding for affordable housing developments and programs.
  • Collect and assist with analyzing of housing market data to identify trends, and support decision-making processes related to housing program creation and development investments; Prepare spending recommendations for housing activities related to HOME and CDBG expenditures.
  • Oversee and assist with the administration and expansion of the tenant-based rental assistance program.
  • Track development progress and assist with problem-solving between development teams and City/Colorado Springs Utilities staff throughout the application and entitlement process; Evaluate projects for available incentives, and track, gather, and administer fee rebates for the Department and Colorado Springs Utilities.
  • Develop and update technical assistance materials to clearly communicate federal requirements for affordable housing projects.

Knowledge, Skills and Abilities:
  • Proficient in research, statistical analysis, and report preparation.
  • Skilled in interpreting and ensuring compliance with federal, state, and local laws, policies, and regulations.
  • In-depth knowledge of housing laws and policies at the federal, state, and local levels.
  • Adept at creating clear, visually engaging graphics and reports to present findings.
  • Strong independent thinking with the ability to express viewpoints professionally.
  • Excellent organizational skills with the ability to manage tasks, meet deadlines, and prioritize effectively in a dynamic environment.
  • Strong interpersonal and communication skills.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with major coursework in a related area of study.
  • Five years of full-time, professional experience in housing, community development, planning, compliance, grant or contract administration.
