The Opportunity

WSDOT Technology Services Division (TSD) is currently seeking to fill an IT Systems Administrator - Senior/Specialist vacancy located in Olympia, WA. This position will serve as the TSD technical subject matter expert for mobile device management for WSDOT. In this role, you will directly supervise the daily operations of the Desktop Services tier 3 staff for WSDOT HQ. The IT System Administrator - Senior/Specialist is also responsible for operational functions of IT relating to personal computers, laptops, tablets, printers, copiers, multifunction printers, software licensing, asset life-cycle management, mobile device management, end user technical training, security, audio/visual conference services, and telework implementation services. This position contributes to the WSDOT mission by providing technical expertise in development, configuration, maintenance and monitoring expertise to headquarters server and mobile device management systems.
What to Expect

HQ Region TSD provides services to over 1900 employees and 4117 IT end devices remotely and at 8 physical building sites within the agency's Headquarters/Olympia area, enabling WSDOT employees to complete their assigned work activities in support of the agency's mission. In additional to providing support for WSDOT employees,

this Headquarters Region TSD team also provides services to several other partnering agencies in the Olympia

area.
Among the varied range of responsibilities held within this role, the IT System Administrator - Senior/Specialist will:
  • Oversee and maintain mobile device configuration, administration, and security policy through WSDOT designated Mobile Device Management (MDM) and Enterprise Mobility Management (EMM) systems.
  • Lead the effective and efficient delivery of tier 3 technical Desktop/Workstation support to headquarters WSDOT users ensuring the services are, ongoing, proactive, professional, and business focused.
  • Manage and administer WSDOT's Statewide Litigation Server. Server administration includes managing accounts, network security and security access levels for the agency's statewide litigation responders.
  • Provide operational management of Desktop Service tier 3 technicians for information technology services and operations.
  • Plan and lead agency IT hardware and software deployment projects.
  • Serve as the highest level of technical expertise for the escalation of all unresolved and complex, workstation and supporting systems technical issues.

Qualifications

To be considered for this opportunity, at least one of the following are required:
  • Eleven (11) years of full-time, progressive IT work experience working in a customer serviced-focused technology organization in varied IT disciplines such as IT customer support, policy development, network administration, server administration, telecommunications administration, systems administration, and IT project management. OR
  • An associate's degree in computer science or a closely related field and nine (9) years of experience working fulltime, progressive IT work experience in varied IT disciplines included above. OR
  • A bachelor's degree in computer science or a closely related field and seven (7) years of experience working fulltime, progressive IT work experience in varied IT disciplines included above.

(An advanced degree may substitute for up to three (3) years of full-time IT work experience)
In addition to one of the above, the following are also required:
  • Four (4) years of experience supporting MDM and EMM solutions.
  • ITILv4 Foundation certification or the ability to acquire and maintain within six (6) months of appointment.
  • Ability to manipulate and transport equipment of up to 50 pounds.
  • Demonstrated experience with written and verbal communications including presentations.
  • A valid driver's license with the ability to legally operate a motor vehicle in Washington State.

It is preferred that qualified candidates also have:
  • COMP TIA certification (e.g. A+, NET+) and any Microsoft or Cisco Certifications.
  • Project Management Certification (PMP or CAPM).
  • Four (4) years of experience providing project management for technical IT projects involving installation of IT networks, hardware, and software.
  • Proficiency with:
  • Microsoft lntune Endpoint EMM Server
  • Mobile device management technologies, solutions, and support
  • Desktop computer hardware, software, architecture, and operational theory
  • Microsoft Operating systems, applications, management, and technical tools
  • Microsoft active directory, software configuration manager, and Intune advanced knowledge
  • Networked computing environment and infrastructure
  • Imaging, group policies, and task sequence
  • Staff Management - Leading a team of technical staff from different IT disciplines and within different job levels
  • Asset Management - Judicious use of funds and strategic asset planning to assure a highly available and robust IT environment in support of business operations
  • Service Management - Assures IT goods, services, and systems are delivered and supported as expected, or contracted

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
