Job Summary
This position will direct and manage the administrative services, which support the security operations at MCF-Stillwater so that institution goals are met for a secure, safe, humane and cost-effective operation. The position manages diverse support functions within the correctional facility which may include fiscal services, information technology, physical plant operations, staff training, offender discipline, and safety, food service, and offender records.
The position provides administrative guidance to the Warden, including advising the Warden and staff on administrative and policy matters which have legal implications, coordinating legal affairs affecting the facility, coordinating the review and revision of policy and procedures, developing, and maintaining positive working relationships with external agencies, and coordinating responses to the media. The position serves as a primary advisor to the Warden so that policies, programs, and procedures of the institution are determined, established, maintained and enforced
This position is located inside the Minnesota Correctional Facility (MCF) - Stillwater and will have contact with incarcerated individuals.
Qualifications
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.
Three (3) years of leadership* experience in the profession of corrections, finance, business administration, human resources, public administration, or related profession sufficient to direct the delivery of diverse activities, such as physical plant operations, finance, safety, or food services. (NOTE: A Doctorate degree may substitute for two (2) years of experience; Master's degree may substitute for eighteen (18) months of experience; Bachelor's degree may substitute for one (1) year of experience; Associate's degree may substitute for six months (6) of experience.
Experience providing leadership in the delivery of ongoing programs, divisional planning, program control, and implementation of new or revised programs, policies, and procedures.
*Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI), or comparable leadership program.
KNOWLEDGE/SKILLS/ABILITIES:
Knowledge of fiscal management principles and procedures sufficient to oversee budget preparation and annual spending plans and monitor capital improvements and disbursements.
Knowledge of human resources principles, procedures, and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining contracts/plans and affirmative action/equal opportunity policies.
Organizational skills sufficient to independently and effectively balance a broad variety of tasks and responsibilities within diverse, administrative functional areas.
Written and oral communication skills sufficient to relay sensitive information to staff, the public, law enforcement agencies, the media, attorneys, offenders, and other state agencies and to elicit cooperation from staff and offenders to resolve difficult and potentially dangerous situations affecting the safety and security of staff, the public and the incarcerate population.
Human relations and conflict resolution skills sufficient to effectively solve problems in a manner that is focused on mutual respect, contributes to a healthy work environment and is sensitive to organizational structures and cultures, as well as the needs of groups and individuals; and to elicit cooperation from staff and offenders to resolve difficult and potentially dangerous situations affecting the safety and security of staff, the public and the incarcerate population.

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
