- SUMMARY OF RESPONSIBILITIES
Under administrative and general policy direction, provides highly responsible and complex management assistance to the President in coordinating and directing activities and operations related to finance, facilities, IT, human resources, and auxiliary enterprises. Assists the President in executing the long-term vision for the college and provides leadership to enable staff to effectively and efficiently maximize available resources. Upholds cooperative working relationships among administrative units and with regulatory agencies, as well as various public and private groups; and performs related work as required.
Requirements
ESSENTIAL POSITION FUNCTIONS
- Plans, organizes, controls, integrates, and evaluates the work of human resources, finance/accounting, auxiliaries, IT, and facilities planning, maintenance, and operations to ensure operations and services comply with the policies and strategic direction set by the President and Board of Trustees.
- Participates in the formulation of the strategic plan and other long-range business, facilities, risk management, and resource plans; exercises leadership in achieving optimal organizational efficiency and effectiveness, including initiatives to improve work processes and enhance systems and staff performance.
- Manages and participates in the development and administration of the operating budget; provides advice on fiscal implications related to budgetary decisions; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
- Prepares the annual Congressional Budget Request for review and approval by the President.
- Works closely with the college's third-party investment managers to monitor, interpret results, and formulate recommendations pertaining to the college's investment portfolios.
- Provides leadership for the Campus Master Plan update process and oversees all capital projects at the college.
- Advises the President regarding policy issues, programs, and projects to achieve the strategic vision for the college; advises and assists the President in identifying, analyzing, and implementing policies, programs, and projects; interprets relevant laws, regulations, policies, and procedures to ensure compliance within areas of assigned responsibility; oversees and directs the preparation of Board reporting for areas of responsibility.
- Monitors the external environment and developments related to public funding and operational requirements and presents issues and challenges for executive management and Board of Trustees consideration; evaluates impacts on non-instructional and instructional operations and support programs.
- Responsible for the submission of financial information for annual external reporting, including IPEDS, HLC, EZ-Audit, and the Federal Audit Clearinghouse.
- Represents the college in meetings with governmental agencies, community groups, and professional, educational, regulatory, and legislative organizations.
- Monitors changes in laws, regulations, and technology that may affect college operations; analyzes proposed legislation and regulations and implements policy and procedural changes as required.
- Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the President.
- Plans and evaluates the performance of assigned directors, managers, and staff; provides coaching for performance improvement and development; takes disciplinary action, up to and including termination, to address performance deficiencies in accordance with human resources policies.
- Respond to difficult and sensitive public inquiries and complaints and assist with resolutions and alternative recommendations.
- Performs related duties as assigned.
REQUIRED EXPERIENCE AND EDUCATION:
Must have a 4-year degree in a relevant field (finance, accounting) and 10 years of experience in a related college senior leadership position.
PREFERRED:
MBA
Experience working in a Tribal College environment.
