Computer World Services is seeking a Business Analyst to support the U.S. Customs and Border Protection (CBP), Passenger Systems Program Directorate (PSPD), Systems and Technology Support Branch (SysTech) with and array of core capabilities, solutions and processes to enable CBP enterprise-wide PSPD specific application support and continued operations of PSPD systems. PSPD Systems are structured in the TECS (not an acronym) system framework, a law enforcement tool. TECS is the principal law enforcement system used by CBP Officers at the border to assist with screening and determinations regarding admissibility of arriving persons at ports of entry. The CBP/PSPD/SysTech support effort requires successful delivery of engineering, enhancements, and O&M support providing enterprise-wide, non-disruptive O&M services while realizing efficiencies where possible.
The Business Analyst will apply best practices to understand conceptual business models for critical IT systems. They will investigative and provide analytical support of usage data from implemented business systems. In addition, they will analyze system activity reports to identify sources of problems and coordinate resolution. They will also support audit inquiries by extracting and analyzing business system data from various sources and support audit coordinators with audit tools and data collection facilitating CJIS audit compliance.
The successful candidate will be able to:
1) Support customer IT programs and projects and meet organizational goals and requirements in an Agile Environment;
2) Apply best practices using a technical knowledge base to understand conceptual business models for critical IT systems;
3) Provide investigative and analytical support of usage data from implemented business systems;
4) Understand data transmission methods and analyze system activity reports to identify sources of problems and coordinate resolution;
5) Support audit inquiries by extracting and analyzing business system data from various sources and support audit coordinators with audit tools and data collection facilitating CJIS audit compliance;
6) Coordinating and collaborating with other teams in DHS and CBP to resolve issues and develop innovative solutions to improve system functionality.

Key Tasks and Responsibilities
- Continuously monitor and track the Incident ticket queue, and assign tickets to the appropriate team member
- Observe and assess the U.S. Customs and Border Protection (CBP) methodologies and provide recommendations for improvement, both in processes and the use of new tools
- Work with DHS and CBP staff from various departments to investigate and analyze the utilization of data at primary and secondary lanes and checkpoints
- Provide support to the CJIS Systems Officer and National Crime Information Center (NCIC) Representative for CBP to satisfy CJIS Audit compliance
- Collect audit submissions, review for compliance and submission to the Chief Security Officer (CSO) for formal acceptance
- Mine application and workstation logs, payloads as well as screen rendering of PSPD Graphical User interfaces (GUI) application screens to aid authorized requestors
- Ability to read and create system, network, and architectural diagrams
- Analyze reports on system activity to identify sources of problems (such as hardware, VTAM settings, site codes or software problems), recommend corrective action, or appropriate coordinating actions with CBP offices
- Extracting and analyzing existing data from several sources, facilitating communication between various groups for information discovery in support of an audit
- Assist in preparation for and participate in Design Reviews
- Update system design documents as necessary
- Gather requirements from users, stakeholders, etc. to write user stories and acceptance criteria
- Provide updates to agile stories and report progress in Kanban board
- Contribute to Contractor Weekly & Monthly Status Report as requested by the Project Manager
- Assure all other deliverables are submitted as required
- Comply with the Privacy Act, CBP, and DHS privacy policies and procedures when handling PII
Job Requirements:
Education & Experience
- Requires a BS/BA degree (or equivalent)
- Requires 10 years of related experience
Certifications
- None
Security Clearance
- Candidate must be a US Citizen
- Must have current/active (or recently held) CBP BI government clearance
- Mustundergo Minimum CBP Background Investigation check
Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)
- This position is a hybrid role with 3 days a week at the DHS office in Ashburn, VA. Subject to change per customer requirements
- Some local travel to various sites in the Washington, DC metropolitan area for meetings and briefings may be required
