S3, Inc. is seeking two (2) Operations Analysts to support the Deputy Assistant of the Army for Defense Exports & Cooperation (DASA-DEC), in Arlington, VA.
Military experience is a plus. This is not a teleworking position.
This position is contingent on award of contract.
Job Description:
The Senior Operations Analysts will possess knowledge of munitions licensing, associated rules, procedures, areas of technology transfer, and the rules governing that function. Candidates must have experience in munitions licensing, technology transfer, and compliance with DASA-DEC (Deputy Assistant Secretary of the Army for Defense Exports and Cooperation) regulations. The ideal candidate provides strategic guidance, operational analysis, and regulatory compliance support in the areas of export controls, international cooperation, and technology security.

The ideal candidate provides strategic guidance, operational analysis, and regulatory compliance support in the areas of export controls, international cooperation, and technology security.
Responsibilities:
- Provide subject matter expertise on munitions licensing procedures, including ITAR (International Traffic in Arms Regulations) and EAR (Export Administration Regulations).
- Develop and submit licensing applications for defense articles, services, and technology transfers. Assess and advise on technology transfer policies, ensuring compliance with DASA-DEC regulations.
- Support Foreign Military Sales (FMS), Direct Commercial Sales (DCS), and other international security cooperation programs.
- Engage with foreign partners, industry stakeholders, and government agencies to facilitate secure technology exchanges.
- Conduct risk assessments related to defense exports and international technology transfers.
- Develop reports and recommendations for senior leadership on export control challenges and mitigation strategies.
- Assist in developing training programs on munitions licensing and export control compliance.
Qualifications & Experience:
- Bachelor's Degree with four (4) years' experience with an Operations Research related degree.
- Experience working with Access databases and queries, building analytic dashboards, performing analysis in Excel.
- Expertise in common Workforce Analysis Tool models, data fields, annual updates, and change implementation without jeopardizing project schedule.
- Experience analyzing and assessing potential export agreements.
- Current with information on U.S. and international policies.
- Ability to develop and maintain a database of acquisition munitions export applications and applicable regulatory information.
- Ability to research, analyze, and provide draft recommendations on each MELA case.
- Ability to conduct export-related issue and policy studies, and recommend export policies and actions that enhance the security of weapons systems.
- Possess a strong understanding of ITAR and other relevant laws and regulations.
- Possess excellent analytical, writing, and communication skills.
- Basic Security Cooperation Certification (Intermediate Security Cooperation Certification is a plus).
- Operations Research and Systems Analysis (ORSA) Certification would be a plus.
