PURPOSE OF CLASSIFICATION
The purpose of this classification is to coordinate and manage various construction projects for the Public Works Department. Employees in this classification provide direction, coordination, implementation, and control related to the completion of assigned projects, and may supervise subordinate professional staff and inspectors as needed.

EMERGENCY RESPONSE STATEMENTEvery City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Provides direction, guidance, and assistance to contractors; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with contractors and work crews, assists with complex/problem situations, and provides technical expertise.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Reviews plans, designs, design reports, and specifications pertaining to projects; develops designs, drawings, or maps associated with approved projects; conducts field checks of proposed designs; makes recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development.
  • Prepares and administers project budgets; submits justifications for budget requests; monitors expenditures to ensure compliance with approved budget.
  • Prepares project schedules; monitors progress of project in meeting established schedule.
  • Coordinates process for bidding and contracting of services; prepares Requests for Proposals (RFPs) and/or solicits quotes for various services; prepares bid packages; issues addenda to clarify questions and/or issues; participates in negotiations of scope of services and fees, and makes recommendations regarding selection of vendors and awarding of contracts; compiles contract language, including specifications package.
  • Conducts inspections, monitors work, and maintains records to ensure quality control; inspects quality of work and materials; coordinates final inspections with contractors and engineers; coordinates project acceptance with other City Departments.
  • Oversees, administers, and coordinates work performed by consultants, contractors, or other service providers; administers annual maintenance contracts; monitors work to ensure compliance with terms of contract; reviews invoices and payment requests submitted by consultants/contractors.
  • Ensures compliance with all applicable codes, laws, rules, regulations, standards, technologies, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; interprets construction plans and specifications; research code books as needed; initiates any actions necessary to correct deviations or violations.
  • Prepares project related reports, agenda memoranda, and other documentation, for upper management, stakeholders, and elected officials; attends public informational meetings and City Council meetings in support of various projects;
  • Prepares required municipal, state, and federal reports for various projects; prepares reports, memoranda, and related correspondence pertaining to contract and regulatory compliance.
  • Coordinates with other City departments, external agencies, and applicants on projects.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, Publisher, Access, AutoCAD, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in Engineering, Construction, Business Management or related field; supplemented by five (5) years of experience in construction management; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this position. Candidates without a degree shall possess a total of ten (10) years of related experience.
  • Must possess and maintain a valid Florida Driver License, "Class E", with a driving record that meets or exceeds minimum City standards.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, taste, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
