What You Will Do
The Utilities & Infrastructure (UI) Division is responsible for maintaining and operating all the Laboratory's utility systems including electric, gas, sewer, steam, and water. In addition, UI maintains and manages all the traffic infrastructure, transit operations, and open space.
The UI Division is seeking an Operations Manager to lead the strategic development and optimization of the laboratory's critical utilities and traffic infrastructure. This role is essential to ensuring efficient use of utility commodities and the long-term sustainment of LANL's utilities and traffic infrastructure, supporting both current operations and future expansion. The successful candidate will collaborate closely with engineering, maintenance, and other key stakeholders to design and implement comprehensive asset management procedures and long-term planning strategies for utilities and traffic systems.
This position reports directly to the Utilities & Infrastructure (UI) Facility Operations Director (FOD) and will provide regular updates to both Deputy FODs on progress, challenges, and strategic initiatives. The selected candidate will be required to participate in the UI Duty Officer program (on-call capacity to include after-hours, holidays or LANL shutdowns).
Responsibilities include, but are not limited to:
Leadership: Manage direct reports and responsible for all aspects of personnel management, to include managing headcount, forecasting and budget, directing assignments, employee hiring and on-boarding, providing performance management and feedback to further develop staff including annual performance discussions, growth opportunities, and team recognition and appreciation.
Strategic Asset Management: Develop and implement asset management strategies for utilities, transportation networks, and related infrastructure.
Utility Planning & Optimization: Lead short- and long-term utilities and traffic planning efforts, including commodity forecasting. Develop Utility & Traffic Master Plan to integrate with the Campus Master Plan.
Develop Project Plans & Execute Projects: Develop and validate a comprehensive reinvestment portfolio of projects for all UI assets. Establish and implement an effective graded approach to project execution.
Collaboration & Coordination: Work closely with internal stakeholders, including the Infrastructure & Capital Projects' Infrastructure Planning & Program Office and Project Execution Office, engineering, operations, safety, as well as external agencies and stakeholders. Ensure coordination between major projects and stakeholders to define roles and responsibilities.
Data-Driven Decision Making: Utilize asset data, develop and utilize risk assessments, and cost-benefit analysis to prioritize infrastructure projects and influence maintenance and project planning efforts.
Infrastructure Resiliency: Implement best practices for energy and water security, energy and water use efficiency, and utility infrastructure resiliency.
Budget & Resource Management: Oversee reinvestment program budgets, funding allocations, commodities budget, and capital improvement plans.

Minimum Job Requirements:
Leadership & Communication: Demonstrated experience and skill in management, supervision, and human resources administration of assigned employees. Demonstrated skill in the preparation and presentation of oral and written reports.
Operational Acumen: Thorough knowledge of operational and asset management practices and related planning processes. Demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management. Strong leadership and project management skills.
Knowledge & Expertise: Knowledge of federal, state, and local regulations governing utilities and traffic infrastructure. Demonstrated experience interpreting utilities and/or traffic system mechanical, and electrical documents, blueprints, drawings, and schematics. Demonstrated ability to prepare and present safety and technical briefings to all levels of staff.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

- Professional Engineering (PE) license or PMP certification.

- Experience in project development, initiation, and management including knowledge of all aspects of project management, including procurement, scope development, forecasting, preparing, managing, and maintaining budgets for projects and programs.
- Master's degree in a relevant field (Civil Engineering, Transportation Planning, Facilities Management, or a related field.)
- Active Q Clearance.
