DEFINITION: Leads the implementation of related support services in alignment with the strategic goals of Baltimore County Public Schools (BCPS) and the Department of Special Education/Office of Related Services (RS). Ensures compliance with federal, state, local and system regulations & requirements. Serves as a related services content expert and provides support for elementary, middle, and high school-based services. Uses data, evidence-based practice, and the principles of interprofessional collaborative practice to ensure equitable services for students in the Least Restrictive Environment and to narrow the achievement gap.

The work of this class is generally performed both in school and office environments. Travel to schools throughout Baltimore County is required. Work includes the operation of office equipment, computers, and assistive technology devices. Limited physical activities may be required.
GRADE: Grade 10 on the BCPS CASE 12-month pay scale
SALARY: $100,798 - $152,731

EXAMPLES OF ESSENTIAL DUTIES:
- Provides feedback to the executive director of special education to identify trends which may warrant the development or shifts in service delivery for related services.
- Coordinates and monitors the implementation of operating and grant budgets to ensure the efficient and effective use of resources supporting delivery of related services in BCPS.
- Collaborates with school staff, leadership teams and central office staff to collect, analyze and summarize school data used to monitor and evaluate the effective implementation of special education related services and supports school and system wide.
- Collaborates with central offices and school leadership teams to plan and conduct professional development based on program monitoring and effectiveness data and alignment to overall school and system improvement.
- Manages school based related and other support services such as audiology, art & music therapy, assistive technology, occupational therapy, orientation & mobility, physical therapy, sign language interpreting, speech-language therapy, teachers of the deaf/hard of hearing, and teachers of the visually impaired in compliance with federal, state, local and system regulations, and requirements.
- Collaborates with the Coordinator and staff in the Department of Special Education as well as personnel from other offices to coordinate and provide evidence based professional learning/training.
- Supervises identified related services Team Leaders and provides content expertise for the appraisal process for school-based providers in collaboration with school administrators.
- Assists the Coordinator with management of grants and purchase of and management of equipment and supplies.
- Collaborates with Human Resources and approved vendors to recruit, interview, allocate and assign Related Service providers.
- Collaborates with the Department of Employee Training & Development to manage student internships and train related services providers working with interns.
- Participates in system and state committee meetings.
- Assists with data collection, analyses regarding the provision of related services, and related audits.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Training and Experience:
- Graduation from an accredited college or university with a master's degree in a related services field.
- Five years of progressively responsible leadership/management experience in a related area.
Licenses and Certifications:
- Possession of a Maryland Educator Advanced Professional Certificate in an area appropriate to the assignment with an Administrator I endorsement.
OR
- Possession of, or eligibility for, a Maryland Educator Advanced Professional License in an area appropriate to the assignment and Administrator I Licensure.
- Speech-language pathologist, audiologist, occupational therapist, and physical therapist candidates must possess or be eligible for a Maryland Department of Health license.
Knowledge, Skills, and Abilities:
- Thorough knowledge of compliance with federal and state mandates.
- Knowledge of support services and training for school staff, state legislation for students with disabilities, and services to students with hearing, vision, physical, speech-language, cognitive, emotional, and learning disabilities.
- Demonstration of outstanding oral and written communications skills.
- Demonstration of strong leadership, communication, and human relations skills.
- Possession of technology competency (e.g., database, internet, spreadsheet, word processing, and related applications); skill and experience in data analysis and application.

The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
