Responsibilities:
The SO/LIC Senior Personnel Specialist, a fulltimeKey personnel position facilitates providing SME personnel support services.
Provide Special Operations Personnel SME technical support to conduct manpower evaluations to provide advice and recommendations to improve efficiency and effectiveness throughout the organization.
Participates in the study, review, and adjustment of manpower programs and budgets needed to support special operations strategies, concepts and plans.
Provide technical support to the development, drafting, staffing, and approval of manpower analyses to support SOLIC and SOCOM strategic personnel management plan.
Provide technical support to the development, drafting, staffing, and approval of manpower policies and issuances (directives, instructions, and manuals) related to civilian and military manpower policies.
Provide technical support for federal civilian hiring requirements to incorporate into position descriptions to support strategic personnel management plan Manage, track, analyze, review, and process personnel and manpower transactions.

Qualifications:
The candidate must have the following qualifications:
Minimum of 5 years' combined OSD Service level, or installation level federal civilian human resource management experience;
Completed, as a minimum, one tour of duty drafting or classifying federal civilian position descriptions;
Minimum 5 years' experience using communication skills, both written and oral, to include preparation of written products for senior leaders (general officer/flag officer/senior executive service level/installation commanders) in a federal civilian resource management advisory capacity; Expert level technical knowledge of and experience with DoD or other federal civilian hiring processes.
Preferred Qualifications:
Master's degree from an accredited university in any field of study.
