VDOT's Salem District has exciting an opportunity available in its Location and Design Engineering Department. We are seeking qualified candidates to fill a Senior Roadway Design Engineer vacancy. This position manages and supports preconstruction project activities, design, and production of right of way and construction roadway plans (SAAP, RAAP, emergency, no-plan, minimum plan and C-plan projects), enhancements and locally administered programs.

Required skills for job & position:
Knowledge of financial management to include budgeting, and cost estimation
Skill in delivering exemplary customer service, and interact courteously and professionally with the public and other employees
Ability to research, analyze, and prepare technical reports, and project correspondence
Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings
Knowledge of strategic, operational, and financial management principles, practices and
techniques
Knowledge of federal, state, and local laws, codes and ordinances and policies pertaining to transportation engineering
Skill in the use of computers and software applications to include engineering software
Ability to interpret and apply local, state, and federal transportation laws, regulations and
guidelines
Ability to build networks and relationships with employees from other divisions, field
personnel, contractors, manufacturers and FHWA representatives
Ability to apply advanced engineering principles and practices to a variety of complex
transportation projects
Skill in the use of design software
Knowledge of project management processes
Skill and ability to positively interact with employees, citizens, and government officials
Knowledge of transportation engineering principles, practices, standards, and specifications
Skill in negotiating
Considerable knowledge of civil engineering principles related to roadway design
Ability to read and interpret plans, contracts, specifications, and regulations
Considerable knowledge of roadway design criteria, basic storm water management
regulations, construction methods, standards, specifications, and materials
Knowledge of the principles of roadway safety that impact roadway standards and special
designs
Ability to plan, coordinate and manage multiple, concurrent assignments
Ability to develop effective working relationships at all organizational levels, both internally and externally
Ability to draw rational conclusions and develop solutions from analysis; make independent decisions; and manage multiple assignments

Minimum Qualifications
Valid Professional Engineer's license
Degree in Civil Engineering or related field
Ability to communicate effectively orally and in writing with diverse audiences
Experience applying civil engineering principles related to roadway design
Experience applying local, state, and federal transportation rules, regulations, specifications and standards
Ability to coach and train others
Skill in the use of computers and software applications to include engineering and design
software
Experience applying principles of roadway safety that impact roadway standards and special designs
Ability to effectively plan and schedule work
Experience applying roadway design criteria, basic storm water management regulations,
construction methods, standards, specifications, and materials

Additional Considerations
Certification as a Project Management Professional
Progressively responsible experience in roadway design and project management to include responsible charge engineering

This position is classified as "designated" to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.
