DEFINITION
The City Engineer is responsible for reviewing, approving, and managing the design, construction, and compliance of private development projects within the city. This role involves coordinating with private developers, ensuring that all infrastructure work (including roads, utilities, drainage, and public amenities) meets the city's standards and regulatory requirements. The City Engineer will play a critical role in supporting the growth and development of the community while ensuring that private projects align with the city's planning and safety standards.

This is a single-incumbent professional classification. The employee receives general supervision from the Senior Director of Public Works and Engineering and may supervise engineers and/or technicians.

- Review, update, and implement all standards and specifications for projects related to paving, drainage, water, sewer improvements, etc.
- Manage, coordinate, or participate in preparing and implementing Master Plans, Subdivision Ordinances, and other regulations and studies.
- Assist the GIS team with adding new infrastructure to City's GIS database.
- Manage the Stormwater Management Plan and ensure compliance with its action items. Maintain proper documentation of illicit discharges, stormwater inspections, and permits per the Plan.
- Represent engineering functions at Planning & Zoning Commission as directed.
- Prepare written reports and agenda items for the Planning and Zoning Commission and City Council.
- Coordinate and review construction drawings for private projects and assist in review of public Capital Improvement Plan (CIP) projects.
- Serve as City Engineering representative to various outside agencies, such as TxDOT, North Central Texas Council of Governments, consulting engineers, architects, etc., as directed.
- Provide Engineer-stamped designs for a variety of smaller City infrastructure projects.
- Receive, review, and approve all engineering plans and studies. Meet with developers and engineers to discuss City involvement, requirements, and participation in development-driven plans and studies.
- Provide additions and/or revisions to the City's ordinances and construction specifications as necessary.
- Maintain a good working relationship with all departments and employees.
- Perform required duties as the City's Flood Plain Administrator.
- Stay abreast of best practices in the engineering field.
- Attend meetings and conferences as requested or approved.
- Perform other duties as assigned.
Requirements
MINIMUM QUALIFICATIONS
Education, Training and Experience
- Bachelor of Science Degree in civil engineering from an ABET accredited college or university, Texas Engineer in Training Certificate, plus four or more years progressive engineering experience (as required as a licensed Engineer in the State of Texas).
Licenses and Certificates
- A valid State driver's license is required at the time of appointment and must be maintained throughout employment.
- Licensed as a Registered Professional Engineer in the State of Texas or have an active Professional Engineering license in another state and be able to obtain a license in Texas within 90-days of hire.
