Summary Objective

The purpose of this position is to manage and supervise departmental daily operational activities, which includes planning, organization, and supervision, customer service, and operational performance and to ensure safe and efficient operations and functions.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
Essential Functions

The essential functions listed below are those that represent most of the time spent working in this class. Management may assign additional functions related to the type of work of the class, as necessary.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Manage staff, including hiring, training, coaching, performance management; develop supervisory goals and objectives; and effective resolution of safety issues and claims.
  • Provides training regarding equipment operation, task procedure, work standards, proper safety procedures and customer service.
  • Provide leadership for the daily collections operations of the department by providing management oversight to supervisors, crew leaders, drivers, who are responsible for the collections for commercial, roll-off, sanitation and residential customers, including prompt and courteous waste removal service and customer service.
  • Lead all matters related to collections operations to ensure overall operations meet safety, compliance, and P & L objectives.
  • Counsel employees as needed to resolve problems; administer disciplinary actions according to the City policies and procedures and union contracts; investigates and responds to grievances.
  • Approve expenses and manage budget for the operations department including approval of purchase orders and vendor pricing.
  • Ensure maximum productivity and route management systems for commercial, roll-off and residential routes and establish productivity goals where needed; ensure adherence to operating standards; and manage labor hours and disposal expenses.
  • Oversee effective safety and accident prevention programs to ensure all reasonable action are taken to prevent accidents and injuries; ensure a safe and productive work environment for all employees; implement and maintain and effective loss control and safety program.
  • Implements and executes plans to complement the department's strategic and operating plan; champion the execution of tactical initiatives within the city to maximize the customer experience, growth, and durability, while optimizing sustainability.
  • Drive functional plans within the operations group to execute against the business plan to achieve or exceed the department's budget and strategic plan to grow the business, achieve customer experience goals, and meet or exceed service business objectives.

Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Bachelor's Degree in Environmental Services or related field.
  • Four (4) years of progressively responsible experience in supervising and managing large-scale solid waste operations of which three (3) are in a supervisory or management position, customer service, community relations, health and safety or an equivalent amount of experience in education, and training.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.

Knowledge, Skills and Abilities, Work Environment and Work Hours

KNOWLEDGE, SKILLS AND ABILITIES:
  • Thorough knowledge of the principles of general management, public and business administration and their application.
  • Knowledge of supervisory principles and practices.
  • Thorough knowledge of the policies and procedures used in large scale budget preparation, justification, monitoring and reporting.
  • Knowledge of basic accounting principles, practices and procedures and their application. Ability to understand and interpret financial statements and make effective recommendations concerning fiscal operations.
  • Knowledge of inventory control.
  • Knowledge of the principles and practices of modern office administration. Ability to train employees and subordinates in the area of assignment. Ability to coordinate subordinate employees in a manner conducive to full performance and high morale. Ability to delegate authority to subordinates necessary to complete responsibilities in various management functions.
  • Ability to exercise judgment and discretion in devising, installing and interpreting department, regulations, policies or procedures.
  • Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness. Ability to provide effective assistance in coordinating and directing operations of the Department of Sustainable Management.
  • Ability to establish and maintain effective working relationships with subordinates, other employees, supervisors, departmental officials, and a variety of public and private officials and the general public.
  • Ability to express ideas and information clearly and concisely, verbally and in writing.
  • Ability to provide effective assistance in planning and implementing various departmental special projects.

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

WORK ENVIRONMENT:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

WORK HOURS
  • Monday - Friday 7:00am- 4:00pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
