Salary: $100,00-$125,000 / year

The Restoration Center is an innovative program designed to increase access to a continuum of behavioral health and substance use services for individuals who interact with or are at risk of interactions with law enforcement and the legal system. The goals of the program are to reduce arrests and Emergency Department use and connect people to a continuum of mental health and substance use treatment services. The services that will be offered at the Restoration Center facility when it opens in the Spring of 2026 are:

  • Sober Support Service for individuals who are intoxicated to provide support, monitoring and engagement through peer recovery coaches,
  • Living Room, a peer staffed welcoming space for people experiencing emotional distress who can walk in and connect with staff and a range of services
  • Respite program to serve people in a mental health crisis for approximately 30 days helping them with symptom and coping management skills. The respite will have a site-based service with 10 beds and an outreach component that can serve 10 people in the community.


In addition, the Restoration Center team will ensure that a coordinated continuum of care is developed across the Vinfen Community Behavioral Health Center as well as substance use treatment services (Acute Treatment Service and Clinical Stabilization Service) located in the same building.

The Clinical Program Director is responsible for the management and oversight of the Respite and Living Room programs as well as the development of integrated relationships with community-based care coordination and behavioral health services provided at the Community Behavioral Health Center. Reporting to the Executive Director of the Restoration Center, the Clinical Program Director will serve as overall manager across the entire facility.

Mobile Respite Implementation

  • Leads implementation and operation of Mobile Respite program in Spring of 2025 including hiring and supervising Mobile Respite team that will begin services prior to Restoration Center facility.
  • Serves as Clinical Program Director for the Mobile Respite program leading clinical intake, assessment and development of Community Support Plans for all persons served.
  • Transitions Mobile Respite program to a Residential and Mobile Respite program when facility opens in Spring 2026.
  • Meets persons served within the community as part of the Mobile component of Respite.
  • Collaborates with mobile crisis teams, Triage and Admin to ensure the appropriate and timely admission in line with the Respite and DMH necessity criteria.


Restoration Center Program Development and Operations

  • Oversees clinical, operational, and day to day management of Residential and Mobile Respite and Living Room programs including supervising managers and some direct clinical staff.
  • Develops and maintains a written comprehensive staffing plan and ensures the program has capacity to admit and discharge clients around the clock.
  • In partnership with Vinfen Human Resources, responsible for hiring key staff prior to facility opening.
  • Develops coordinated workflows with other Vinfen services including the Community Behavioral Health Center, community-based care coordination and other programs as needed.
  • Provides clinical and administrative support after hours included scheduled on-call support to persons served.
  • Develops and implements plan to bring crisis intervention services on site in emergent and urgent situations.
  • Assumes management duties for the Restoration Center as requested by, or in the absence of, the Executive Director.
  • Performs other duties as assigned.

Requirements

Minimum of a Master's degree in counseling, Social work, Psychology or other related field required with a completed license in LMHC, LICSW, LCSW or other related field required.

  • Experience with working with individuals diagnosed with behavioral health and/or substance disorders using evidenced based practices in community-based, outreach and short-term settings.
  • Experience providing supervision and coaching to clinical and non-clinical staff.
  • Experience working with law enforcement, acute care and EMS important.
  • Knowledge of state agencies, behavioral health programs, and managed care practices helpful.
  • Skilled in working within a multi-disciplinary team model inclusive of medical staff to serve clients with mental health, substance use and medical conditions.
  • Experience working with and managing staff with lived experience including Peer Specialists and Recovery Coaches.
  • Skilled in the provision of brief treatment and crisis interventions as well as the use of formal and informal assessment practices.
  • Practices cultural humility in the care of individuals.
  • Experience developing, implementing and managing large projects helpful.
