Prevailance is seeking an experienced and mission-focused Facilities Planner / Manager to serve as the primary manager and subject matter expert for all facilities planning and project management related issues within the CENSECFOR domain. The selected candidate will provide strategic planning and technical expertise necessary for the construction, overhaul, repair, and maintenance of CENSECFOR training areas and facilities. This role requires frequent collaboration with Naval Facilities Engineering Command (NAVFAC), CENSECFOR staff, contracting personnel, and project vendors to ensure seamless execution of facility-related initiatives. Travel will be required.

Prevailance is seeking an experienced and mission-focused Facilities Planner / Manager to serve as the primary manager and subject matter expert for all facilities planning and project management related issues within the CENSECFOR domain. The selected candidate will provide strategic planning and technical expertise necessary for the construction, overhaul, repair, and maintenance of CENSECFOR training areas and facilities. This role requires frequent collaboration with Naval Facilities Engineering Command (NAVFAC), CENSECFOR staff, contracting personnel, and project vendors to ensure seamless execution of facility-related initiatives. Travel will be required.
Responsibilities include, but not limited to:
- Analyze and evaluate current and future facility requirements for unit Learning Sites, including office spaces, classrooms, laboratories, weapon ranges, armories, ready service lockers (RSL), and training devices
- Provide unit input for Navy Education and Training Command (NETC) Navy Training Infrastructure Plan (NTIP)
- Assist in the development of long-term facility and Civil Engineering Support Equipment (CESE) planning
- Offer technical guidance on facility project development, master planning, space requirements, engineering design reviews, and real estate issues
- Support Learning Sites in facility maintenance, technology updates, and infrastructure improvements
- Provide input on facilities contracts, repairs, and maintenance
- Oversee the installation and upkeep of training facilities and equipment
- Assist the HQ facility manager in tracking building maintenance and repair requests
Requirements
- Experience:
- At least 5 years of direct DoD facilities management experience, including facility planning, Military Construction (MILCON), and Special Projects programming
- In-depth knowledge of NAVFAC's structure, duties, and responsibilities as a major Systems Command (SYSCOM) for the U.S. Navy
- Familiarity with U.S. Navy organizational structure, including Manpower, Personnel, Training, and Education Command (MPT&E) and Naval Education and Training Command (NETC)
- Comprehensive understanding of CENSECFOR and Naval Expeditionary Combat Command (NECC) mission areas and their associated training facilities
- Knowledge of laws, regulations, policies, and safety/environmental standards relevant to facility development, construction, and maintenance
- Strong communication skills in English (both written and verbal)
- Ability to collaborate with stakeholders at all levels across multiple organizations
- Ability to travel frequently, including unplanned travel, both CONUS and overseas
- Education:
- Bachelor's degree in Civil Engineering from an accredited institution
- Security Clearance:
- Must be able to obtain and maintain a SECRET clearance
