The mission of the Joint Bank Group/Fund Health and Safety Services (HSDDR) is to protect and promote the health and safety of staff wherever they may be, taking account of their individual health status, working environment, and job demands. This is achieved by managing health risks, offering evidence-based, quality-controlled occupational health and safety services, and nurturing trust in clients through professionalism and confidentiality.
Personal Health and Wellness (PHW) is a team of HSDDR doctors, health analysts (typically nurses), and other support staff based in Headquarters (HQ) and Country Offices (COs) around the globe. Its doctors and health analysts provide medical advice and support to WBG/IMF CO staff and dependents, as well as to WBG/IMF business travelers. PHW team members also arrange medical transports, provide pre-assignment briefings, and visit COs to evaluate local medical needs and services.
Duties and Accountabilities: The Program Analyst assumes a wide range of support services, analytical, research, and communication responsibilities. The incumbent works closely with both PHW Senior Health Specialists (SHSs) who lead health analyst teams located in HQ and COs that support the mission of the Health and Safety Services Department. Duties include but are not limited to support for the following PHW services and functions:
Regional Medical Transport Function: Report directly to the CO senior health specialist (SHS) and provide financial accounting support for PHW's Regional Medical Transport (RMT) program.
Manage travel invoices during medical transport, maintain accurate data of the expenses incurred, and ensure invoices are handled promptly.
File invoices in batches weekly; verify supporting documents (invoices from local providers) and ensure that supporting documents are for the patient named on ISOS invoice.
Verify each patient's demographic data in PeopleSoft, verify the statement of expenses (SOEs) in the travel management system (TRAVELWEB).
Compare costs to transport activities conveyed in the guarantee of payment, check transport approval for dates, travel companions, location of transport, and other patient information related to transport.
Review each supporting document of all expenses and ensure that the amount matches the invoice and submit to the task team leader (TTL) for review and approval.
Prepare the "Office Memorandum" and submit memo and invoices to Accounts Payable for payment.
Set up Accounts Receivable for MIP patients.
Conduct accurate data analysis of monthly reconciliation, billing, and medical transport log reports and submission of monthly reports.
Coordinate with Accounts Payable, Accounts Receivable, ISOS, staff members, MIP-Aetna, CIGNA administrators, and Workers' Compensation on payment issues.
Liaise with the Accounting Department in setting up Accounts Receivable for staff to fully recover paid medical invoices by IBRD to ISOS on behalf of staff members.
Prepare accrual report by region and submit to regional resource management to accrue outstanding invoices of FY invoices. Monitor accrual and pay in full all outstanding accrued amounts by the closing date of September 30 or as set up by the Accounting Department and Resource Management.
Prepare and analyze year-end report of paid invoices and associated SOEs showing total costs of medical and non-medical expenses by patient and by region.
Procurement of Vaccines and Pharmaceuticals Function: Provide financial accounting support for PHW's Travel Clinic managed by the HQ senior health specialist (SHS).
Ensure that bank procurement policies are adhered to when selecting vendors and effective cost-saving measures are taken.
Negotiate with vendors to ensure the best lowest prices are taken.
Submit procurement requests in the World Bank Group's Systems, Applications, and Products in Data Processing (SAP), and process vendor payments in a timely manner.
Follow up with vendors to ensure timely delivery of supplies and vaccine orders.
Liaise directly with the shipping and receiving department to ensure timely delivery of temperature-sensitive vaccines.
Resolve any shipping and payment issues promptly.
Be aware of peak vaccine and supplies utilization periods/phases and submit procurement requests accordingly.
Provide procurement support to HSDDR staff as needed.
HDDR Quarterly Service Indicators Function: Get updated supporting headcount data from IMF Analytics team and WBG HR for use in allocating costs between the organizations.
Run all necessary reports from PHW's EMR system as needed.
Collect, evaluate, and maintain service indicators to ensure that required management reporting is completed as needed.
Participate in analytics team and metric gathering for HSDDR, determine best steps forward in realigning our quality service indicators to be a better measure of the work of HSDDR.
Produce quarterly accurate reports of HSDDR service indicators and send them to HSDDR management, IMF Analytics team, and HSDDR Resource Management (RM) team for their use and reference.
Follow up with any queries arising from the quarterly service indicator report.
Serve as backup to PHW analysts in providing data, systems support, and other ad hoc support to the unit.
Provide other analytical, research, IT, and administrative support to the team as needed.
HSDDR SAP and Budget Function: Construct PHW's annual budget for managerial review and provide periodic cost projections to the RM analyst as needed.
Provide basic analysis of PHW budget information.
Monitor unit fiscal year (FY) commitments and expenses ensuring that all commitments are expensed within the FY deadlines and per budget policies.
Assist with vendor registration process in SAP.
Ensure that budget internal controls and corporate procedures are adhered to by analyzing data and processes to ensure compliance and communicate to managers any issues or areas of concern.
Submit purchase order (PO) requests in SAP for the procurement of any needed supplies and services.
Assist other HDDR units with SAP processes and budget issues.

Selection Criteria
Minimum Education/Experience: Bachelor's degree in information management technology; Master's degree not required but preferred.
Advanced computer skills and full proficiency in the use of relevant software applications and online platforms, including Microsoft Office (Excel, Word, PowerPoint, Outlook), Tableau, SharePoint, SAP, PeopleSoft, Travelweb, and OneDrive.
Familiarity with recording and reporting functions of electronic medical record systems, such as NextGen and Sodales.
Strong analytical and problem-solving skills and proven ability to apply these in carrying out tasks - analyzing data, identifying issues, presenting findings, etc.
Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and needs of the unit while achieving results with agreed objectives.
Demonstrated excellent verbal and written communication skills and ability to convey complex ideas in simple yet engaging form.
Fluent English proficiency required.
