Why does the job exist?

The Chief Information Officer is responsible for skillful coordination of all information technology (IT) resources in support of the organizational goals of a large and technically complex agency of 372 employees. The position will oversee an Information Technology (IT) team that consists of a workforce of IT staff, IT managers and IT contractors totaling 26+. The incumbent must be adept at understanding, planning and managing within diverse subject areas including software development, data management, GIS, infrastructure, cybersecurity, IT procurement and end user support.

-Overseeing all information systems functions for a large and technically complex organization;
-Leading high-level, multi-million dollar programs and initiatives through technical design, development, and integration;
-Collaborating with senior management and others to ensure technology infrastructure serves the needs of the organization and priorities align with the vision and mission of the agency;
-Exercising senior-level responsibility for finance, budget, personnel, and facilities;
-Supporting development of the agency's overall data analytics strategy, including requirements from the Water Data Act;
-Building a competent and diverse leadership team and workforce;
-Responsibility for the overall information systems function for an organization;
-Directing and managing strategic relationships both inside and outside of the organization;
-Leading review of vendor recommendations and proposals;
-Analyzing current IT services to identify weaknesses and develop opportunities for improvements; and
-Overseeing computer and network security plan for the organization.

This position serves the Office of the State Engineer/Interstate Stream Commission staff members and the public.

Ideal Candidate

The ideal candidate will have the following experience:

1. Managing technical staff.
2. Negotiating and managing contracts, software and hardware licenses and hardware/software acquisition.
3. Working with IT policy analysis and development.
4. Managing IT infrastructure and application development projects including working with diverse user groups to establish business requirements.
5. Researching and analyzing new technologies to determine fit with organization business requirements.
6. Managing a diverse team of IT professionals charged with completing an IT project.
7. Completion of an annual IT Plan as required by the State of New Mexico Department of Information technology.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and ten (10) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. At least six (6) years managing multiple IT teams.

If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the agency staff members and the public by phone, email and in person. The incumbent will work on a variety of computing and peripheral devices. There are extended periods of sitting. May also lift up to 20 pounds. Travel will be required to engage with staff in every agency office.
