Job Description
Summary of position:
In the Finance Department under the Director of Procurement, the Contracts Manager will proactively manage the Correctional Health Services' contracting process, including managing RFPs, renewals, and extensions; ensuring adherence to applicable procurement and contracting laws and regulations; and ensuring contracts adhere to internal contracting, privacy, and security standards. Contracts Manager will engage in timeline and process management, reviewing RFPs, crafting informative PowerPoint presentations for the H+H Board and various committees, and participating in relevant meetings to support effective decision-making and collaboration. The successful candidate will be able to operate effectively in a large, complex government bureaucracy, delivering quality, on-time work products to internal and external stakeholders.
Responsibilities include:
Collaborate with internal and external stakeholders at all stages of procurement and contract life-cycle, and manage the end-to-end of the contracting process including: Collaborate with internal stakeholders and various divisions within H+H, including Supply Chain and Office of Legal Affairs (OLA), and manage work deliverables and timelines between teams. This includes strong communication across business stakeholders. Creating PowerPoint presentations for the H+H Board and various committees and participating in relevant meetings to support effective decision-making and collaboration. Drafting various purchase agreements, including master purchase agreements, professional and clinical service agreements, and managed service agreements. Track contracts and effectively coordinate with internal and external stakeholders to ensure timely contract renewals. Develop and regularly update various processes and procedures which align with internal and external stakeholders. Contracts Manager may also perform ad hoc assignments based on the needs of the System or Department.
Department Preferences:
Knowledge and experience with contracting in a healthcare environment. Excellent interpersonal, analytical, and oral and written communication skills. Computer literacy with excellent skills in Microsoft and Google office suites. Three to Five years of relevant experience Knowledge of the following will benefit the candidate: HIPAA and Business Associate Agreements.
Minimum Qualifications
1. A Master's Degree from an accredited college or university in Public Health, Public, Hospital or Business
Administration, Health Care Specialization, Engineering, Social Services or a related discipline; and four (4)
years of progressively responsible experience relating to health care program planning, research, design,
operations, evaluation and analysis, one (1) year of which must have been in supervision or planning and/or
analysis; or
2. A Baccalaureate Degree from an accredited college or university in disciplines, as listed in #1 above; and five
(5) years of progressively, responsible experience relating to health care program planning, research, design,
operations, evaluation and analysis, one (1) year of which must have been in supervision or planning and/or
analysis; or
3. A satisfactorily equivalent combination of education and experience, in which 30 graduate-level semester
credits from an accredited college or university can be substituted for one year of experience. However, all
applicants must have at least a Bachelor's Degree.

- Project manage early phases of complex contractual partnership agreements,
- Manage dispute resolution both internally and externally.
