Description
This position has the responsibilities to act as Chief of Police in the absence of the Chief of Police and at the Chief's designation to assume authority for the administrative responsibilities of the Police Department.
This is a command level position that assists the Chief of Police and other Police Department staff in the administration and direction of the diversified elements of the Police Department.
A Deputy Chief of Police performs professional and managerial law enforcement duties, planning and directing all operations of the Police Department. He/She is responsible for assisting in the development and administration of law enforcement and crime prevention/community-oriented policing programs, as well as long-term planning, strategies and general administration of the Police Department in its basic and specialized functions. Dependent upon the specialized functions assigned, this may consist of the Road Patrol Unit, Traffic Unit, Criminal Investigations Unit, Community Relations, Information Systems, the Records Section, Property Control/Evidence Section, Training Section, Fleet Management, Equipment Maintenance, Supply and Procurement, Background Investigations, Recruitment and Selection, the Officer Wellness Program and Special Operations.
The Deputy Chief of Police has the authority to enforce all applicable federal, state and local laws within the corporate jurisdiction of the City of Longwood. In addition, he/she has the authority to administer the affairs of the Police Department within the guidelines as may be established by the Chief of Police and applicable federal, state and local regulations and laws that pertain to the specific functional areas of the Police Department and any special projects or tasks assigned thereto. The Deputy Chief of Police may take any reasonable action necessary to carry out the responsibilities assigned to the position, so long as such action is consistent with sound judgment and sound management practices and is in accordance with the aforementioned guidelines.
The Deputy Chief of Police works with considerable latitude within the guidelines provided by applicable federal, state and local laws and regulations, the Chief of Police and Police Department policies, procedures and directives. He/She is expected to apply considerable initiative, judgment and technical knowledge in developing and instituting Police Department programs, objectives and assigned projects. These aforementioned duties rely heavily on sound judgment and sound management capabilities in order to accomplish and ensure successful Police Department operations.

Performs all functions as outlined in the Police Officer Functions and Responsibilities, as necessary.
Plans, organizes, controls and directs, through subordinate managers, all law enforcement functions within the City of Longwood to ensure the development and implementation plans and strategies that properly investigate, identify and apprehend law violators as well as promote the law enforcement function and educate the public regarding traffic safety and crime prevention measures.
Develops and controls an operating budget within his/her assigned areas of responsibility and directs the expenditure of funds for major law enforcement related programs and justifiable Police Department needs.
Consults with and advises the Chief of Police and other law enforcement officials regarding crime prevention, crime suppression, traffic safety and other law enforcement related issues and responds to inquiries from citizens, businesses and other law enforcement agencies.
Participates in the development and revision of local ordinances, state laws and other regulations that may impact the law enforcement activities and needs within the City of Longwood.
Directs planning and research activities and establishes Police Department policies, procedures and programs.
Provides policy direction regarding the management of crime prevention, traffic safety, community service and other applicable programs administered by the Police Department.
Attends various government, business, civic and social events to represent the Police Department at the discretion of the Chief of Police and makes presentations to these groups as needed to promote public awareness of the law enforcement role and explains the missions, visions, goals, objectives and function of the Longwood Police Department.
Monitors the selection, training, promotion and disciplinary policies and practices of the Police Department to ensure compliance with applicable contracts, regulations, laws and ethical responsibilities of the Police Department. He/She assists with major personnel actions and organizational changes necessary for the betterment of the Police Department.
Conducts sensitive administrative investigations involving Police Department personnel and other City personnel, as well as outside agencies when requested and as directed by the Chief of Police.
Conducts compliance inspections and audits of various Police Department areas of operation for productivity and efficiency, as directed by the Chief of Police.
May assume command in emergency situations and determine necessary strategies and tactics that directly affect the safety and security of lives and property and the liability considerations of the City of Longwood.
Meets frequently with Chief of Police and respective subordinates to discuss projects and initiatives, formulate procedures and programs, resolves operational problems and to keep the staff abreast of relevant issues that may affect the Police Department.
Performs related tasks as needed to ensure the accomplishment of Police Department expectations, goals and objectives.
Recommends appropriate rewards and/or disciplinary action to the Chief of Police.
Serves as acting Chief of Police in the Chief's absence and at his discretion.
Follows and enforces safe working practices and has a working knowledge of safety practices and procedures in accordance with the City's Safety and Health Program.
All employees serve an essential role in the City's disaster preparation and/or disaster recovery efforts, as may be designated by the City's Emergency Manager.

Minimum Qualifications
The Deputy Police Chief shall meet all minimum qualifications as specified in Section 943.12, Florida State Statute and as set forth in the Longwood Police Department Job Specifications for Police Officer. A Bachelor Degree in Criminal Justice, Public Administration or other related field of study is preferred. Ten (10) years or more of progressive and responsible law enforcement experience or an equivalent combination of education, training and experience is required. Must maintain a Florida driver's license with an acceptable driving record. Must have or be able to complete ICS 100, 200, 300, 400, 700 and 800 courses within six (6) months of hire.
