Summary Description
This is the entry level professional classification in the Planning Series. Under general supervision of the Planning Manager, the Assistant Planner will focus on current projects and provide routine to complex staff assistance to the Planning Manager and other Community Development Department Staff. This position performs professional, technical, statistical, and analytical duties involving land use or other planning studies for a variety of public or private development projects; reviews development and land use applications, as well as zoning and site plans; assists the public at the front counter; completes technical assessments and prepares written project analyses; performs a wide variety of paraprofessional planning services to City staff, developers, contractors, and the general public, and performs related duties as assigned.
Representative Duties
Assist the general public by providing information on Zoning and General Plan matters and development related case processing information. Attends and may conduct project review meetings; performs site reviews; prepares status letters to applicants, prepare conditions of approval, CEQA reviews, agendas, and other reports. Review re-zoning, variances, conditional use permits, design review, and other similar planning related applications; prepare reports pertaining to advisability and permissibility of the requests; prepares staff reports, prepare legal notices to public hearings, resolutions. Compile information, prepare reports of a moderate to complex nature, and make recommendations on special studies pertaining to land use, zoning, housing and other planning functions. Research and draft ordinances for review with supervisor. Conduct plan check for compliance with zoning code and development regulations. Present staff reports and provide professional staff support to a board or commission served by the Planning Department as assigned. Attend evening and weekend meetings as required. Performs related duties, as assigned.
Qualifications
Knowledge of:
Applicable Federal, State, and local laws and regulations including California development law, City planning and zoning codes, California Environmental Quality Act.
Laws related to general plans, zoning, and land divisions.
Planning codes and standards governing zoning and building activities.
Principles and practices of municipal planning and zoning administration.
Research and investigation procedures.
Statistical and research methods as applied to the collection, analysis, and presentation of planning data.
Subdivision Map Act.
Techniques in the field of urban and regional planning.
Personal computer operation and software application.
Ability to:
Demonstrate typing skills and operational characteristics of standard office equipment.
Understand and adhere to City policies, procedures, rules, and regulations.
Possess effective interpersonal skills, using tact, patience, and courtesy.
Current Microsoft Office Skills, including Access, Excel, Word, PowerPoint, and Publisher.
Read building plans, site plans, building elevation plans and grading plans.
Plan and prepare comprehensive, clear, and concise reports with sound recommendations.
Work effectively in a high volume, fast paced environment.
Interpret the planning and zoning programs to the general public.
Manage multiple projects and issues effectively and meet firm deadlines.
Communicate clearly and concisely, orally and in writing.
Work effectively in a high volume, fast paced environment.
Provide superior customer service.
Operate a personal computer and relevant software program.
Experience, Education and Licenses
Education:
Minimum eighteen (18) years of age.
Must possess a high school diploma from an accredited high school or GED equivalent.
Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment.
Bachelor's degree or equivalent to from an accredited college or university in urban planning, community development, public administration, or a related field.
Must have an acceptable driving record, be insurable at standard rates by City's insurance carrier, and maintain such insurability during the course of employment.
Experience:
A Minimum of one year working for a public agency or private planning firm experience (may include internship).
