Description:
- Under general or specific direction, of the Chief, Superintendent in Chief, or Superintendent, may be assigned any of the following duties and responsibilities.
- Implement and oversee departmental policies and procedures to enhance employee performance and ensure the effective delivery of emergency medical services.
- Attend meetings with subordinate staff and others to review and discuss operational needs, managerial improvements, and enhancements to policies and procedures.
- Prepare and review records and reports of activities performed by subordinate staff; supervise and observe the work of subordinate staff to determine training needs or disciplinary action; conduct investigations as needed; recommend and participate in disciplinary matters as required or directed.
- Review EMS practices and procedures to assess their effectiveness and the need for improvements.
- Keep informed of latest developments and enhancements in the delivery of emergency medical services, and of federal, state and local laws and regulations affecting EMS. Attend management training and operational programs applicable to EMS.
- Develop relevant and innovative training programs for EMS staff.
- Manage or oversee a specific EMS Division or one or more EMS functions or activities.
- Plan and develop efforts to enhance recruiting of new EMTs.
- Develop and maintain working relationships with the general public, community groups, the media, and public and private entities to enhance the work and mission of EMS.
- Prepare written materials and presentations for community education and outreach efforts. Represent EMS at public events and in other forums.
- Insure compliance with operational and/or clinical policies, procedures and protocols; supervise, train and evaluate the performance of subordinate personnel; conduct inspections of emergency medical personnel, stations and equipment; schedule and change work assignments as needed.
- Respond to requests for emergency medical assistance and work in a variety of settings as required to facilitate patient care; examine, assess and stabilize patients at emergency scenes; administer treatment, prepare patients for transport, prepare documentation of care received, and transport patients. Respond to emergency incidents, including mass casualty incidents and fires; provide operational/clinical supervision and assume command of EMS operations/resource deployment until relieved by superior officers.
- Interact with other public safety personnel at incident scenes to coordinate actions.
- Supervise the work of personnel performing emergency medical duties and provide clinical assistance and direction as needed.
- Utilize advanced life support equipment and procedures as directed by authorized medical personnel.
- Operate EMS vehicles under emergency and non-emergency conditions.
- May be assigned to serve as a shift commander as directed and may be required to be on-call as part of on-call manager rotation and subject to mandatory overtime.
- Maintain all required certifications. Perform other duties as required.
- Current certification as an Emergency Medical Technician with the Mass DPH / OEM; at least 4 yrs of service at Boston EMS as an EMT or EMT-P (Paramedic). Possess a valid Mass Class D Drivers License and a clean driving record.
- Good to considerable ability to: operate under medical control, to follow instructions from an authorized physician, to conduct triage, to evaluate the mechanism of injury, to monitor a patient's status, to perform basic life support, to extricate patients in a safe and accepted manner, to safely lift and carry an average adult with all required EMS equipment with the aid of another EMT, to recognize and react to hazards at an emergency scene; work and communicate effectively both orally and in writing, to communicate with other public safety personnel at emergency scenes, to research and prepare written reports and presentations, and to interact successfully with EMS personnel and others including the general public, community groups and elected officials; supervise emergency medical personnel at casualty scenes, to identify training and discipline needs, to make recommendations for changes in policies and procedures, to manage multiple projects and priorities and to maintain confidentiality in the conduct of inquiries.
- Good to considerable knowledge of basic medical terminology, organizational and operational management, training and supervisory techniques, the operation of Emergency Medical Services, the policies, procedures and regulations of the Boston Public Health Commission and EMS, the laws and regulations applicable to EMS including Massachusetts General Laws (Chapters 89, 90 & 111C), major transportation routes in the locality and familiarity with Boston, its neighborhoods and customs.
- Good to considerable ability to operate emergency vehicles in a safe and accepted manner and within the limitations of such vehicles, to operate assigned emergency medical service radio/communication systems and to insure that all required certifications are kept current The following will be required for certain field assignments: at least 3 yrs of full-time ambulance experience as a certified Boston EMS Paramedic providing emergency medical services; current certification as an EMT-P (Paramedic) by the MA D.P.H.; and current certification by the American Heart Association as a CPR Health Care Provider.
- Must also possess good to considerable knowledge of the following: pharmacology and drugs used in advanced life support, possible reaction situations; federal/ state drug laws; pathophysiology; basic human anatomy/physiology; medical telemetry; use of advance life support equipment; local EMS point-of-entry procedures; and reading/interpreting EKGs.
