The Office of Technology Services (OTS), Project & Portfolio Mgmt. (PPM) is looking for an energetic person to fill a senior level resource management position. This position is responsible for functionally directing and managing highly complex statewide information technology projects and/or portfolios by providing strategic consulting for the following operating areas: procurement, budget, contracting, fiscal management, strategic planning, business analysis, project management, and quality assurance. This position also supports other OTS verticals with resource procurement efforts and is responsible for mentoring, guiding, and training Program Managers on resource procurement processes and document development.

Prior to a new hire, a background check including criminal record history will be conducted. Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in information technology, program management, project management, or business analysis; OR

Six years of full-time work experience in any field plus five years of experience in information technology, program management, project management or business analysis; OR

An associate's degree in information technology plus five years of experience in information technology, program management, project management or business analysis; OR

A bachelor's degree plus five years of experience in information technology, program management, project management or business analysis; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, program management, project management or business analysis; OR

A master's degree plus four years of experience in information technology, program management, project management or business analysis.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

JOB DISTINCTIONS:

Differs from IT Statewide Program Manager 3 by the presence of leading in the application of project and portfolio management methodologies for statewide mission critical information technology projects, products and/or portfolios.

Differs from IT Statewide Senior Program Manager 2 by the absence of responsibility for administering multiple, highly complex statewide information technology projects, products and/or portfolios.

The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position is within the Office of Technology Services (OTS), Product Delivery and is responsible for functionally directing and managing highly complex statewide information technology projects and/or portfolios by providing strategic consulting for the following operating areas: procurement, budget, contracting, fiscal management, strategic planning, business analysis, project management, and quality assurance. Emphasis is on recognized expertise and knowledge of procurement, contracting, and strategic planning for highly complex information technology initiatives. This position also supports other OTS verticals with resource procurement efforts and is responsible for mentoring, guiding, and training Program Managers on resource procurement processes and document development. Supervision is received from an IT Statewide Manager or higher-level authority. Other reporting relationships may be approved by SCS.

60% Procurement, budget, contracts, and fiscal management for highly complex information technology initiatives. Prepares and oversees procurement and contract activities such as: Requests for Resources (RFR), Requests for Proposals (RFP), Invitations to Bid (ITB), and contract negotiations. Facilitates contract negotiations and execution. Participates in budget and fiscal management activities such as: Continuation Budget (CB) and spending projections reporting. Assists the Office of Technology Services in the development of minimum required product specifications, solution requirements, project scope, and evaluation criteria to ensure vendor proposed products and solutions meet intended purposes. Facilitates contractor evaluations after services have been completed. Reviews RFRs, RFPs, ITBs, and contracts and ensures OTS standards are being implemented. Supports projects and initiatives by coordinating access to the appropriate procured resources necessary for successful implementations.

25% Business process/program analysis - Assist OTS in leading comprehensive analysis of complex business processes across multiple program areas utilizing advanced methodologies and tools to assess performance and identify opportunities for optimization through technology. Provides expert consultation and guidance concerning effective use of systems and programs to translate relevant business data into meaningful performance measurements and impact assessment information.
Uses specialized knowledge of departmental business processes to serve as a recognized technical resource for business process mapping and process improvement opportunities through technology use. Drives periodic reviews of business processes, synthesizing user feedback to identify bottlenecks and inefficiencies, and proactively proposing changes that enhance process effectiveness and efficiency.

5% Assists with enhancing the project and portfolio management document library and standards by proactively developing advanced resources, conducting thorough needs assessments, and critically reviewing and refining a wide range of documentation. This includes but is not limited to project initiation documents, detailed requirements definitions, comprehensive project plans, training manuals, testing strategies, scope outlines, communication frameworks, performance dashboards, and risk management assessments, ensuring that all resources align with industry best practices and organizational objectives.
May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.

5% Reviews and evaluates potential impact of new and emerging technologies on staff and supported projects. This includes reviewing and recommending software products, tools and training courses; developing specifications for RFPs; and negotiating with vendors to obtain software or services as needed.

5% Performs or directs the performance of special tasks as assigned. This includes such tasks as directing another team in the absence of the manager; directing/assisting in the preparation of highly complex specialized reports; serving on design review committees and Quality Assurance teams for projects statewide; and participating in the development and review of office policies and procedures.
