Description and Essential Functions
The current vacancies are within the Design and Inspections section of the Engineering & Capital Projects Department. This recruitment may be used to fill various vacancies in the Engineering & Capital Projects Department.
Position Description: To perform professional complex engineering work on various projects, capable of acting at a more independent level and may be assigned specific project or programs to complete; coordinate the work of other professional and technical staff as needed; and to perform other duties as assigned. This is the full journey level class in the Engineer series and it is distinguished from the Assistant Engineer level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Engineer level, or when filled from the outside, have prior experience.
Essential Functions: Functions may include, but are not limited to, the following: perform complex engineering designs for the preparation of preliminary and final engineering plans, specifications and cost estimates for the construction and/or improvement of storm drains, streets, sanitary sewers and related structures; perform engineering calculations for hydrology and hydraulic structures, land surveys and highway and street alignments; prepare and supervise the preparation of legal descriptions and grant deeds for easements and street right-of-ways; participate in right-of-way negotiations and acquisitions; investigate and check tentative and final subdivision maps for accuracy, design, completeness and conformance to the local sub-division ordinance and the State of Subdivision Map Act; design and coordinate the construction of improvement projects; review improvement and grading plans for composition and accuracy; provide written and oral information to the public, contractors, developers and other engineers on related issues; attend meetings and make presentations to various committees, commissions, professional and community groups; write Council agenda statements, reports and correspondence as required; conduct studies related to planning public works facilities; may assist in providing training to staff; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; and perform related duties as assigned.
When assigned to CIP Design: Assist with the design of City's Capital Infrastructure Projects (CIP) within minimal supervision. Duties will include, but are not limited to, plan preparation, specification review and writing, cost estimate review and preparation, and construction bid list preparation. Engineers are expected to review and understand technical drawings, specifications, design standards and perform engineering analysis with precision. The CIP Design section is also responsible for the advertisement and award of CIP projects. Duties for this task include, but are not limited to, preparing contract documents for advertisement, answering request for information tickets during advertisement and issuing addenda's, reviewing contractor bids received, and council agenda preparation for award. When the CIP design is assigned to a consultant, Engineers are expected to review design and construction plans, drawings, specifications, estimates, and calculations prepared by consultants to ensure compliance with City standards and codes. Engineers review consultant schedules to ensure they meet design milestones and deliverables for design projects. AutoCAD Civil 3D skills and other engineering design software skills are preferable but not required.
When assigned to Traffic Engineering: Within minimal supervision, assist in the preparation of preliminary and final engineering plans, specifications and cost estimates for the construction and/or improvement of streets; perform engineering calculations for highway and street alignments; review improvement and grading plans for composition and accuracy; provide written and oral information to the public, contractors, developers and other engineers on related issues; attend meetings and make presentations to various committees, commissions, professional and community groups; write Council agenda statements, reports and correspondence as required; conduct studies related to planning public works facilities; respond to emergency traffic situations studies when requested; evaluate system effectiveness according to the results of the Moving Vehicle Survey conducted under the City's Traffic Monitoring Program; provide assistance and monitor the daily traffic operations of the City. Read and interpret laws, ordinances and related documents. Read, review and comment on improvement plans related to traffic. Read, review and comment on various permits related to traffic, striping, markings and signage plans, and traffic control plans. Support the establishment, review and approval of posted speed limits. Provide assistance to the public and respond to public concerns and requests related to traffic engineering issues; may assist in providing training to staff; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; and perform related duties as assigned.
When assigned to Wastewater Engineering: Assist with the development, maintenance coordination, operations, permitting and permit enforcement of storm drain and sanitary sewer with minimal supervision. Duties include but are not limited to: have a basic understanding of public sanitary sewer system and public storm drain infrastructure; infrastructure monitoring; perform plan review related to wastewater engineering, storm drain and water resource engineering; examine civil engineering design of sanitary sewer plans, sewer study, hydrology report, for residential, commercial and industrial developments; check and perform calculations on sewer study and be able to identify sewer mains requiring upsize; provide technical assistance to development services staff, front counter for public assistance and code enforcement staff; prepare memorandum and recommendations for public sewer and storm drain improvements required from development projects; perform calculations and analysis to determine pipe capacity; communicate in effective and professional manner, verbal and written, to other city staff, consultants, other public agencies, developers and general public; review and provide comments on CIP project plans, estimate and specifications; familiarity with FOG program and Industrial Wastewater Permit highly desirable; build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service; and perform related duties as assigned.
When assigned to Inspection Services and Building Construction: Assist with managing routine public works construction projects within minimal supervision, including overseeing and implementing the requirements in the plans and specifications, and coordinating and communicating with City departments, residents, and other constituencies; provide engineering support for construction work in progress, including conducting site inspections to ensure compliance with approved plans, specifications, and material standards; review construction submittals for compliance with plans and specifications; respond to requests for information from contractors; prepare construction contract change orders; prepare estimates for payments to contractors and consultants; review land development plans and grading plans to ensure completeness and compliance with City standards; prepare engineering correspondence, interoffice memos, written reports, cost estimates, construction contract documents, and requests for proposals for building and construction projects; assist with supervising and directing consultant work; assist with managing project budgets; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; and perform related duties as assigned.
