Job Summary

This position is located within the Department of Employment Services' (DOES), Workforce and Federal Programs. this position will serve as the HBCU Coordinator. The mission of DOES is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working conditions and provide comprehensive employment services to ensure a competitive workforce, full employment, life-long learning, economic stability, and the highest quality of life for all District residents.

Introducing the District of Columbia's HBCU Public Service Program - a dynamic alliance between Howard University (HU), the University of the District of Columbia (UDC), and the DC Government. The DC HBCU Public Service Program will form pathways for HBCU graduates to seamlessly enter public service positions, ensuring the best and brightest work at DC Government!

Duties and Responsibilities

Provides critical analyses and evaluations of actual or potential effectiveness of current and/or projected program activities. Provides technical assistance in the design, development and implementation of improved program designs/operations. Reviews and analyzes planning and operations activities of major program areas administered by the department. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Based upon the assessments made, identifies actual or potential problem areas, trends, and/or areas of significant concern. Develops, recommends and implements policies for corrective actions, necessary to remedy deficiencies in program areas. Plans, develops and implements a system for obtaining and providing data required by the department, offices and its units for long-range planning and projections and that which is needed for evaluation of day-to-day operations.

Develops life cycle cost analyses of projects or performs cost-benefit or economic evaluations of current or projected programs. Forecasts and estimates program requirements and prepare programmatic reports, Justifications, charts, graphs, statistical and narrative data, etc. Participates in the conceptualization, design, refinement, and implementation of program planning, development, review, and evaluation systems. Defines new program needs, considering such factors as the impact on social, economic and other conditions. Recommends the establishment of new and/or revised policies, procedures and other documentation, as the need arises, to more effectively meet the goals and objectives. Makes recommendations to get the program and operation in compliance.

Qualifications and Education

Applicants must have at least one (1) year of specialized experience equivalent to the CS-12 grade level, or its non-District equivalent. Specialized experience is experience that is in or directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position including but not limited to experience in applying complex fact-finding, analytical and problem-solving methods and techniques to identify problems, draw conclusions and recommend appropriate action or solutions to improve program efficiency and effectiveness.

Tour of Duty: Monday Friday, 8:30 am 5:00 pm

Operating Status: In-person reporting

Pay Plan, Series, and Grade: CS-0343-13

Salary Range: $93,069-$119,916; based on available funding.

Duration of Appointment: Career Service Term Appointment.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Promotion Potential: No known promotion potential

Area of Consideration: Open to the public

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
