Description:
Under general or specific direction of the Chief or Supt in Chief, a Superintendent may be assigned any of the following duties and responsibilities:
- Provide direction/leadership on matters related to the management & operation of EMS; develop, implement, oversee department policies & procedures to enhance employee performance & ensure the effective delivery of emergency medical services
- Provide leadership, direction on operational needs, managerial improvements, & enhancements to policies/procedures
- Supervise, train, motivate, evaluate subordinate staff
- Prepare; conduct in-depth analyses of EMS practices/procedures to access effectiveness & determine improvements
- Plan, develop, conduct management training & operational program for EMS staff
- Review, evaluate records & reports of EMS activities
- Supervise, observe the work of subordinate staff
- Determine training needs/ disciplinary action
- Conduct investigations as needed, recommend/ participate in disciplinary matters
- Keep informed of latest developments/ enhancements in the delivery of EMS, of federal, state, local laws, regulations affecting EMS
- Manage/oversee 1+EMS bureaus or functions
- Develop/maintain working relationships with the public, private entities to enhance EMS work/mission; prepare EMS written reports/presentations for outside entities
- Represent EMS at public agencies, other forums
- Ensure compliance with operation and/or clinical policies, procedures, protocols
- Supervise, train, evaluate subordinate staff performance; conduct inspections of emergency medical personnel, stations, equipment
- Schedule/change work assignments
- Work on ambulances, respond to requests for emergency medical assistance, work in hazardous environments as required to facilitate patient care
- Examine, assess, stabilize patients at emergency scenes
- Administer treatment, prepare patients for transport, prepare documentation of care received, transport patients
- Respond to emergency incidents. At emergency incidents, provide supervision and/or command of EMS operations, resource deployment
- Interact with public safety personnel at emergency scenes to ensure proper coordination, to enhance pre-hospital patient care
- Supervise staff performing emergency medical duties, provide clinical assistance/direction
- Utilize advanced life support equipment; operate EMS vehicles under emergency & non-emergency conditions
- May be assigned to serve as a shift commander as directed
- May be required to be on-call as part of an on-call manager rotation and be subject to mandatory OT
- Maintain all required certifications
- Perform other duties as required
- Current certification as an EMT with MA DPH; Min 10 years of service at Boston EMS as an EMT or EMT/Paramedic of which 5 years must have been in a supervisory capacity; possess a valid MA Class D Driver's License and a clean driving record.
- Demonstrated leadership ability in a wide variety of areas including: employee performance, effective delivery of emergency medical services; managerial improvement; management training; ops programs; communication outreach and education. Considerable ability to: operate under medical control; follow instructions from an authorized MD; conduct triage; evaluate the mechanism of injury; monitor a patients status; perform basic life support; extricate patients in a safe, accepted manner; safely lift/carry an average adult with EMS equip with the aid of another EMT; recognize/react to hazards at an emergency scene. Considerable ability to: communicate effectively orally and in writing; communicate with other public safety staff at emergency scenes; research/prepare written reports, presentations; interact successfully with EMS staff, others including the public, community groups, and elected officials. Considerable ability to: supervise EMS staff at casualty scenes; identify train /discipline needs; manage multiple projects/priorities; make recommendations for changes in policies/procedures; maintain confidentiality.
- Considerable knowledge of basic med terminology, org, ops management, training & supervisory techniques, the operation of EMS, the policies, procedures, regulations of BPHC and EMS, the laws/regulations applicable to EMS including MGL (Ch 89, 90 & 111C), the MA DPH certification required for regional communication protocols, major trans routes and familiarity with Boston, its neighborhoods, customs.
- Good to considerable ability to: operate emergency vehicles in a safe, accepted manner, within the limitations of such vehicles; operate EMS radio/communication systems; insure that all required certifications are kept current
The following will be required for certain field assignments: at least 3 years FT ambulance experience as a certified Boston EMS Paramedic providing EMS; current cert as an EMT/Paramedic by the MA D.P.H.; & current cert by the AHA as a CPR Health Care Provider. Must also possess good to considerable knowledge of the following: pharmacology and drugs used in advanced life support and possible reaction situations; federal/ state drug laws; pathophysiology; basic human anatomy and physiology; medical telemetry; use of advance life support equipment; local EMS point-of-entry procedures; and reading/interpreting EKGs.
