Nature of Work
Highly responsible position for developing and supervising professional level work of considerable difficulty in coordinating all City engineering activities. Responsibilities include administration duties associated with budget, employee administration, routine administrative programs and planning, developing and directing major programs and projects of the Engineering Division.
Illustrative Examples of Essential Duties

  • Supervises the planning and design of complex public works projects; estimates quantities and cost of such projects
  • Analyzes conflicting design requirements and approves changes
  • Plans, organizes, directs and is responsible for the performance of the engineering, right-of-way and surveying functions
  • Reviews and approves plans and specifications for proposed projects; prepares reports and recommendations to superiors; seals plans and approves contracts for construction and maintenance projects
  • Plans, directs and coordinates the inspection of construction projects to ensure compliance with engineering plans, contracts, specifications and City Code
  • Plans, assigns, directs and evaluates the work performed by subordinate staff personnel
  • Maintains liaison with consulting engineers and appropriate County, State and Federal agencies regarding joint projects
  • Meets with citizens and developers to discuss City codes and regulations, resolves concerns, and coordinates operations
  • Interprets and defines specifications, ordinances and codes
  • Prepares construction estimates for proposed City projects and serves as construction manager during project
  • Reviews and approves construction plans prepared by consulting engineers and architects
  • Advises City departments on matters relating to engineering and construction projects
  • Develops and coordinates activities for capital budget projects
  • Develops and supervises the Engineering Division operating and capital improvements projects (CIP)
  • Directs the preparation and submission of grant applications and serves as grant administrator for programs funded by grants
  • Performs other related work as assigned by the Public Works Director

Minimum Requirements

  • Graduation from a college or university accredited by the American Board of Engineering Technology (ABET) with a four (4) year degree in civil engineering or a related field.
  • Current Florida Professional Engineer (P.E.) registration as issued by the State of Florida Board of Professional Engineers.
  • Seven (7) years of professional and administrative public works experience that includes planning, design and design review, four years of which must have been in a supervisory capacity.
  • Valid driver's license.
  • Obtain Florida driver's license prior to appointment and maintain throughout employment.

Physical Requirements:
  • Work is generally performed in an office environment with field work as necessary
  • There is frequent use of the hands and hand-eye coordination in the operation of various equipment and tools
  • While performing the duties of this job, the employee is frequently required to sit, stand, talk, walk, stoop, hear, use hand to finger, handle, feel and operate office equipment
  • The employee is occasionally required to perform light lifting (up to 14 lbs.) and reach above the shoulders
  • The ability and qualification to drive a City vehicle
