Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in information technology, program management, project management, or business analysis; OR

Six years of full-time work experience in any field plus five years of experience in information technology, program management, project management or business analysis; OR

An associate's degree in information technology plus five years of experience in information technology, program management, project management or business analysis; OR

A bachelor's degree plus five years of experience in information technology, program management, project management or business analysis; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, program management, project management or business analysis; OR

A master's degree plus four years of experience in information technology, program management, project management or business analysis.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

JOB DISTINCTIONS:

Differs from IT Statewide Senior Program Manager 2 by the presence of responsibility for administering multiple, mission critical statewide information technology projects, products and/or portfolios.

Differs from IT Statewide Managers by the absence of managerial authority for a defined organizational unit of the Office of Technology Services with responsibility for a statewide technology service or technology platform.

The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position serves as the Deputy Administrator for the Applications Section within the Application and Data Management (AppDM) division, responsible for overseeing multiple, mission-critical statewide information technology projects, products, and portfolios.

Acts as the Primary Contact in the Absence of the Administrator: Assumes full operational and administrative responsibilities for the Applications Section, ensuring continuity and support for all Executive Branch Agencies.

Leads and Supervises Application Management Teams: Provides functional leadership over project teams, adapting team structures as necessary to meet the specific needs of various projects. Implements strategies to enhance team performance and project outcomes

Resource Management and Development: Oversees the development and optimization of resources within the Applications Section. Fosters the professional growth of IT developers and analysts by implementing tailored training programs, mentorship opportunities, and career development strategies to enhance their skills and capabilities within the Applications Section.

Program Administration: Oversees project leaders to ensure the successful delivery of executive-level initiatives and projects, aligning team efforts with strategic objectives and maintaining high standards of project governance and accountability.

Strategic Engagement: Regularly meets with management and executive leadership across the Executive Branch to ensure project alignment with departmental goals, facilitate coordination, and report on project progress and outcomes.

Portfolio Management: Manages the official Application Portfolio for Executive Branch agencies. Oversees the integration of application data with other datasets to maintain a centralized, unified repository for analysis, reporting, and decision-making.

Team and Project Coordination: Coordinates resources across various OTS sections to optimize project support, while maintaining open and effective communication channels with executive customers to ensure alignment with their strategic priorities and satisfaction with service delivery.

Special Assignments: Perform all other tasks, special projects, analysis, studies, and plans as directed.
