This position is a key member of the Vice Chancellor's management team. The primary purpose of this section Director is to provide the leadership and vision for all programs related to recruitment, admissions, financial, registration, and records. The Director of Enrollment Services will lead, support, and coordinate the efforts of unit leads within the section. Included in this leadership and support will be the complete cycle of program development from ideation, implementation, and evaluation, strategic and long range to short-range planning, collaborative problem-solving, etc.
Work assignments for this Section Director will focus primarily on recruiting, admitting, and financially supporting individuals so that they may enter the higher education academy as well as maintaining accurate and complete records of students' matriculation at UHWO.

Specific duties and responsibilities include but are not limited to the areas described herein. The enumeration of such duties is not intended to be exhaustive, but rather to serve as a guide for the incumbent and supervisor to use in determining how best to achieve the unit, section, and division's core functions and mission. As such, work assignments may vary depending upon unit and section needs.

Duties and Responsibilities:

SERVICE ADMINISTRATION & ACADEMIC INTERVENTION PROGRAMS
1. Provides leadership, vision, strategic direction and management of areas related to recruitment, outreach, marketing, admissions, registration, and financial aid services that affect campus enrollment.

2. Facilitates the crafting and implementation of an enrollment management plan from inquiry to matriculation and make recommendations to campus leadership on critical enrollment issues and decisions. This includes, but is not limited to:
a. Establishing numerical goals for recruiting different target groups identified, including first time freshmen, transfers, working adults, neighbor island distance learners, and military connected.
b. Designing, implementing, and evaluating both recruitment and yield activities to achieve enrollment objectives.
c. Overseeing a prospect management system that assists with achieving campus enrollment objectives.
d. Consistently assessing and improving the processes for attracting and retaining targeted student groups throughout the State of Hawai`i, nationally, and globally.

3. Provides leadership and direction for the ongoing strategic marketing efforts to articulate the message about what is distinctively rewarding and valuable in a college education at UHWO. This includes, but is not limited to:
a. Creating, implementing, and evaluating comprehensive and consistent outreach, recruitment, and yield activities for targeted groups including high school graduates, community college transfers, working adults, neighbor island distance learners, and the military connected.
b. Overseeing the production of informational literature, materials, collateral, and swag for admissions, recruitment, financial aid, and registration with the goal of increasing and enhancing recruitment and marketing efforts to attain enrollment goals.
c. Working in conjunction with Communications & Public Affairs staff to generate and monitor the effectiveness of ad campaigns such as print, radio, television, and social media.
d. Reviewing and commenting on other campus materials used to publicize campus programs and services (e.g. general catalog, schedule of classes, departmental web pages, etc.) using different types of media.

4. Oversees the implementation of divisional and section planning required as a result of re-focusing, reorganizations, staff assignments and re-assignments, position re descriptions, etc., including the facilitation of planning processes to effect program mergers and coalescence as needed.

5. Designs, implements, and evaluates marketing strategies and approaches to systematically recruit students, faculty, staff, and others to recruitment and marketing involvement, engagement, and enrollment services employment opportunities.

6. Works with vice chancellor in responding to inquiries from University offices, the Board of Regents, the Legislature, State agencies, Federal agencies, and other internal and external groups. This includes, but is not limited to:
a. researching and preparing background and position papers, fact sheets, briefing documents, written testimony, and other responses for policy development, procedural analysis, and decision making on current and/or new directions or other issues;
b. reviewing, summarizing, and analyzing reports, requests, and recommendations received by the division;
c. establishing and maintaining purposeful working relationships and contacts with inquirers to advocate on behalf of the department; and
d. advising appropriate student organizations about pending policies and/or legislation that impact their missions and goals.

7. Work in cooperation with faculty, staff, and others to continuously improve and assure relevance of student affairs programs and services that respond to, and/or accommodate changing student demographics and attendant needs.

MANAGEMENT AND ADMINISTRATION

1. Manages and directs sections and/or programs of enrollment services with primary focus on recruiting, admitting, and financially supporting individuals so that they may enter the higher education academy.

2. Provides oversight and direction for the recruitment, interviewing, selection, counseling, training, supervision and evaluation of professional, classified, paraprofessional, intern, practicum and student assistant staff for assigned program areas.

3. Exercises budgetary direction and accountability for delegated accounts. This includes, but is not limited to:
a. Overseeing the development and management of the operating budgets and other financial plans for areas of responsibility.
b. Developing and administering the annual budget for areas of responsibility.
c. Regularly reviewing monthly cash, encumbrance and expenditure and other fiscal reports to monitor proper revenue streams and expenditure flows.
d. Reporting budget variances to supervisor, department staff, and respective activity fee-funded organizations as required.
e. Monitoring all purchasing decisions for areas of responsibility.
f. Facilitating and/or preparing all fiscal paperwork required for budget expenditure and revenue collection according to university policies and procedures.
g. Ensuring the fiscal integrity of assigned programs by maintaining generally accepted cash handling controls and accounting/auditing standards, and by upholding appropriate internal controls to promote fiscal soundness and accountability.

4. Develops, interprets, implements, and revises, as needed, appropriate policies, procedures, and operational manuals governing assigned programs, facilities, and services, working closely with others to review and evaluate such policies and procedures.

5. Effectively collaborates with vice chancellor and section heads to address all facets of an issue or challenge area. This includes, but is not limited to:
a. Facilitating collaborative problem-solving and strategic thinking processes.
b. Comprehensively analyzing issues or challenge areas.
c. Creatively generating alternatives.
d. Identifying impacts on operations, policies and practices.
e. Selecting appropriate courses of action.
f. Developing action steps to ensure that issues or challenges are resolved.

OTHER

1. Provides management skills and knowledge to include serving in absence of supervisor.

2. Participates via institutional and/or personal membership in various national professional associations appropriate to the position.

3. Serves as a member of the division's leadership team, providing administrative direction for divisional projects and activities as assigned by the vice chancellor.

4. Serves and provides leadership on university-wide committees, planning efforts, and programs.

5. Assumes other related duties as assigned.

Minimum Qualifications

1. Possession of a baccalaureate degree in business administration, management, marketing, social sciences, education or related field and five years of progressively responsible professional experience with responsibilities for providing financial aid, recruitment, student admissions or student affairs administration or related work experience, including three years of supervisory experience or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated

2. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles, and methodologies of financial aid, recruitment, student admissions, or student affairs.

3. Comprehensive knowledge and understanding of wide range of principles, theories, federal and state laws, and systems associated with financial aid, recruitment, student admissions, or student affairs.

4. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving and apply creative thinking to resolve problems in new and unprecedented approaches.

5. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.

6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

7. Demonstrated ability to operate a personal computer and apply word processing software.

8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications

1. Thorough knowledge of organizational processes as applied to the management, strategic visioning, and analysis of operations, services, facilities, and programs.

2. Demonstrated ability in needs assessment and data use in all phases of the decision process, as well as data extrapolation and analysis to inform decision-making.

3. Ability to interpret and apply legal and policy provisions to situations consistently.

4. Ability to work outside normally scheduled business hours including evenings, weekends, and/or holidays as necessitated by branch requirements.

5. Ability to prepare financial and other data statements and forecasts using spreadsheet software, review such statements and forecasts, discern trends and apply analytical approaches to develop strategies to address such trends and any concerns.

6. Demonstrated ability to work effectively with multicultural populations.
