Job Purpose:

The Director of Regulatory Affairs manages the Company's interests before state and federal regulatory agencies, industry groups, customers, and internal employees including supervising all aspects of tariff filings, regulatory compliance, and rate analysis. This role is the Company's primary spokesperson before state regulatory agencies.

Responsibilities

Essential Duties:
  • Primary subject matter expert on telecommunication regulation affecting the Company.
  • Leads, develops and manages the Company's regulatory organization to develop guidance (including interpretation of regulations, rate compliance, etc.) and ensure regulatory requirements (including reports and other filings with government agencies) are met in a timely manner.
  • Directs the regulation process for products and services requiring governmental approval by ensuring that all necessary tariffs are filed and handling governmental interactions.
  • Oversees regulatory compliance and consumer complaint filings with government agencies.
  • Advising business teams in relation to the FCC's TRS rules and regulations.
  • Collaborates with business teams to review contracts, resolve customer issues, and identify and implement strategies to pursue revenue opportunities in compliance with regulatory requirements.
  • Participate in product development teams by providing assessment of proposed changes, regulatory strategy, timelines, and deliverables ensuring proper governing requirements are incorporated as part of the development process.
  • Supervise the preparation of regulatory documentation and manage submission activities to meet business and agency milestones,
  • Train and assist other Company departments on relevant procedures and requirements to ensure continued compliance.
  • Coordinates with and supervises one direct report, Manager of Regulatory Affairs, who manages Regulatory analysts.
  • Provides substantive and logistical support to the AGC - Regulatory Affairs
  • Represents the Company before state regulatory agencies (including developing and maintaining relationships with state utility commission and testifying on regulatory actions affecting the Company's business).
  • Manages all state-level regulatory advocacy, and compliance. Tracks and reviews legislative and regulatory actions impacting the Company's business to determine the potential impact on the Company, and identifies, develops and implements regulatory and legislative strategies with government agencies.
  • Retains and supervises local counsel to respond to regulatory actions.
  • Supervises, facilitates, and advises projects to implement federal and state regulatory requirements and changes.
  • Manages the preparation and submission in coordination with internal business teams and outside counsel of data projects and reports in connection with FCC and state PUC requirements (e.g., Annual FCC Reports, periodic Mandatory Data Collections, etc.).
  • Perform other related duties as assigned.

Knowledge, Skills, & Abilities:
  • Demonstrated ability to lead and manage others to accomplish Company and department objectives
  • Strong knowledge of telecommunications business, laws, and regulation
  • Ability to build and maintain relationships with federal, state, and local government officials
  • Ability to understand management's business plan and assumptions regarding the range of possible future rate conditions
  • Ability to develop expertise of the Company's products and services
  • Ability to analyze and understand business impact of proposed legislation and regulations at federal, state, and local level
  • Strong working knowledge of state regulatory, legislative, and municipal processes
  • Strong interpersonal skills and comfortable operating independently with executives and high-ranking policy makers.
  • Strong communicator with the ability to express nuanced positions, build consensus and drive action to shape decision-making.
  • Ability to travel occasionally
  • Can execute strategies independently, hold oneself accountable and appropriately gauge need for coordination and assistance.

Qualifications

Minimum Qualifications:
  • High School Diploma or GED
  • 10+ years in a senior management position in a telecommunication's regulatory affairs role (with a corporation or government agency) with an emphasis on government agency interaction (or similar compliance role)
  • Excellent communications skills and an accomplished public speaker
  • Ability to manage and prioritize multiple projects
  • Ability to work independently with minimal supervision

Preferred Qualifications:
  • Bachelor's degree in political science, government, management, business administration, or public relations. Juris doctorate or master's degree in business or management preferred.
  • Experienced expert witness in court room setting
  • Experience interacting with media
  • Experience working with Excel, Word, and PowerPoint

Physical Requirements:
  • While performing the duties of this job, the employee is regularly required to: stand, sit, talk, hear, and use hands and fingers to operate a computer, telephone, and a variety of office equipment. Occasionally may need to reach, stoop, or kneel.
