The Vice President of Business and Administrative Services (VPBAS) is a senior leadership role responsible for overseeing the strategic direction, management, and operations of key administrative functions at the College. This position supervises a broad range of services, including facilities management, human resources, and business operations (such as the controller's office and purchasing).
The VPBAS will work closely with the President, senior administrators, and other key stakeholders to ensure the college's operational needs are met in a cost-effective, efficient, and service-oriented manner. The ideal candidate will be an experienced and collaborative leader with a strong background in business and administrative services within a higher education environment.
The VPBAS reports to the President and provides supervision to the Administrative Services Manager, Controller, Chief Operations Officer, and Director, Human Resources.

Leadership and Oversight:
- Provide leadership and strategic direction for the Business and Administrative Services division, ensuring alignment with the college's mission and goals.
- Supervise and support department heads overseeing construction, maintenance, grounds, custodial, security, human resources, the controller's office, and purchasing.
- Serve as a key member of the senior leadership team, contributing to the college's overall strategy and institutional effectiveness.
- Interact with the Board of Trustees as assigned by the President, including supporting the Finance and Building and Grounds Committees of the Board of Trustees.
- Develop and manage the college's budget, ensuring alignment with the institution's strategic goals and financial objectives.
- Collaborate with senior leadership and department heads to ensure budgetary resources are allocated effectively.
- Oversee financial forecasting, cost-effective strategies, and provide guidance on fiscal planning for all areas under Business and Administrative Services.
- Ensure financial stability, operational efficiency, and compliance with budgetary guidelines.
- Lead and supervise the Chief Operations Officer.
- Oversee construction, renovations, and maintenance of college facilities to ensure that all buildings, grounds, and equipment are safe, functional, and in compliance with relevant regulations and standards.
- Manage custodial and security services to maintain a clean, secure, and welcoming campus environment for students, faculty, and staff.
- Develop and execute preventative maintenance plans and capital improvement projects to address the evolving needs of the campus.
- Monitor the facility use, and business plans and viability of the Performing Arts Center and its offerings.
- Supervise and support the Chief Human Resources Officer/Director, HR, ensuring HR operations contribute to a high-performing, inclusive, and compliant workforce.
- Provide executive leadership and direction to the HR department, ensuring HR strategies align with the college's mission, goals, and financial sustainability.
- Establish long-term HR priorities, policies, and initiatives to enhance organizational effectiveness, employee engagement, and institutional culture.
- Evaluate and approve strategic workforce planning initiatives that align with fiscal responsibility and institutional goals.
- Champion a positive workplace culture by supporting HR in fostering employee engagement, wellness program, and professional development initiatives.
- Work closely with the HR Director to establish and maintain high-level workforce and financial sustainability of HR functions such as (recruitment and staffing, employee relations, compensation and benefits, training and development, performance management, succession planning and workforce development, HR technology and data analytics and culture, respect, and opportunity).
- Lead and supervise the Controller.
- Oversee the operations of the controller's office, including payroll, accounts payable, accounts receivable, accounting, and financial reporting.
- Ensure accurate and timely payroll processing for faculty, staff, and student workers, and oversee accounts payable and accounts receivable to maintain proper financial controls.
- Supervise the preparation and maintenance of financial records, monthly and annual financial reports, and audits.
- Develop and manage budgets, financial forecasts, and cost-effective strategies for the college's operational needs.
- Ensure compliance with all applicable accounting standards, regulations, and college policies.
- Lead and supervise the Administrative Services Manager.
- Oversee the college's purchasing functions, ensuring effective procurement of goods and services in alignment with budgetary guidelines and regulatory requirements.
- Implement policies and practices that ensure cost efficiency, compliance, and transparency in all purchasing decisions.
- Manage vendor relationships, contracts, and the acquisition of capital and non-capital equipment, supplies, and services.
- Ensure compliance with state and federal purchasing regulations and support competitive bidding processes when appropriate.
- Ensure compliance with all federal, state, and local regulations related to facilities management, human resources, finance, accounting, and purchasing.
- Lead the development and implementation of policies and procedures that promote operational efficiency, transparency, and accountability.
- Foster a collaborative and service-oriented work culture across all administrative functions, ensuring effective communication and cooperation between departments.
- Regularly interact with faculty, staff, students, and external stakeholders to ensure the needs of the college community are met.
- Serve as a liaison with local government, vendors, contractors, and other external entities.
- Assist in the development of the college's strategic plans, particularly as they relate to campus operations, resource allocation, and long-term sustainability.
- Evaluate operation effectiveness and implement continuous improvement initiatives to streamline processes, reduce costs, and improve service delivery.
- Develop and implement crisis management and disaster recovery plans, ensuring the safety and well-being of all campus stakeholders.
- Oversee risk management efforts related to campus facilities, personnel, and resources.
Typical Qualifications
Required:
- Master's degree in Business Administration (MBA), Finance, Accounting, Public Administration, or related field.
- Minimum of 5-10 years of progressive leadership experience in finance, business administration, or a related field.
- Proven experience overseeing financial management, budgeting, business operations, and human resources at a leadership level.
- Experience managing multiple functional areas, including finance, payroll, procurement, human resources, facilities management, and operations.
- Strong background in supervising and developing high-performing teams across diverse business functions.
- Experience with state and federal compliance regulations related to financial management, payroll, human resources, and procurement in a public or educational setting.
- Demonstrated ability to manage large budgets and complex financial systems, including audits, reporting, and strategic financial planning.
- Certified Public Accountant (CPA) or Certified Management Accountant (CMA).
- Certifications in finance, human resources, facilities management or leadership (e.g., SHRM-SCP, CFP, CGFM, CBO).
- 5-10 years of progressive leadership experience in finance, business administration, or a related field in higher education or the public sector.
- Experience working with governing boards, external stakeholders, and accrediting agencies in a higher education setting.

- Financial Acumen: Strong knowledge of accounting principles, budget management, financial forecasting, and audits in a public or higher education environment.

- Communication and Collaboration: Ability to work effectively with faculty, staff, administrators, and external partners to support institutional goals.
