Job Summary

This position is located in the Executive Office of the Mayor, Office of Victim Services and Justice Grants (OVSJG), Justice Grants Program. The Justice Grants Program works with justice stakeholders (including representatives from local and federal criminal and juvenile justice agencies, Council of the District of Columbia, non-profit services providers, and the public) to make recommendations for the use of the funds (federal justice grants); to monitor and report on compliance with financial and programmatic grant requirements; and to evaluate program effectiveness. The incumbent in this role serves as an advisor to agency leadership on matters related to all aspects of departmental operations, to include but not limited to communications, work productivity, and budget ensuring procedures are in compliance with agency Standards.

Duties and Responsibilities

Analyzes the facts and circumstances involved in making recommendations for solving administrative problems with the limits of standards or acceptable management and administrative practices. Analyzes and develops new ways to improve accuracy, adequacy, timeliness, and validity of data for disseminating information about the program. Recommends procedural changes to improve, expedite, and eliminate office management problems. Provides administrative support to office members participating in short- and long-term task forces and committees. Generates internal correspondence and procedures from the Executive Offices, and external documents that assist staff in the workflow and operation of the organization. Develops, plans, and schedules, estimates resources requirements, defines milestones and deliverables, monitors activities, and evaluates and reports on accomplishments. Identifies alternative solutions to problems in assigned projects. Supports operations and finance team with office management, finance management and allocation of resources to agency staff and grantee organizations.

Incumbent provides human resources support to the agency, e.g. recruitment, staffing, compensation, classification, performance management, employee development/training, employee benefits and retirement administration, employee relations and/or labor relations, employee assistance, human resource management or provides some or all of these in a generalist role to the agency or assigned areas of the agency, depending on the assignment. Ensures compliance with all applicable state and federal wage and hour laws. Keeps abreast of advancements in timekeeping technology and operations and implements operational efficiencies.

Qualifications and Education

In addition, Specialized Experience is required that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
