RMC is seeking a Proposal Manager/Specialist to lead and drive strategic proposal efforts in support of our continued expansion. This high-visibility role requires a seasoned proposal professional with deep expertise in federal acquisition, the ability to lead complex proposal teams, and a strategic mindset to shape winning proposals. This position will be located at RMC Headquarters in Lexington Park, MD.

Position Overview:

As a Proposal Manager/Specialist, you will serve as a proposal strategist and leader, overseeing the full lifecycle of proposal development for DoD and civilian agency opportunities. You will work closely with capture teams, subject matter experts (SMEs), and executive leadership to develop and execute winning proposal strategies in a fast-paced, deadline-driven environment. This role demands a proven track record in leading high-value, competitive federal proposals, ensuring compliance with government RFP requirements, and driving process improvements within the business development function.

Key Responsibilities:
  • Strategically lead and manage all phases of proposal development, including kickoff, scheduling, writing assignments, color team reviews, and final submission.
  • Develop, collaborate, and execute proposal strategies that align with business objectives and increase the probability of win (Pwin).
  • Analyze and interpret solicitation documents (RFPs, RFIs, SOWs, PWS, CDRLs, etc.) to ensure compliance and develop responsive strategy.
  • Work closely with capture teams and executive leadership to shape competitive, high-scoring proposal responses.
  • Assist with overseeing cross-functional proposal teams, including writers, SMEs, technical contributors, pricing teams, graphic designers, etc.
  • Lead color team reviews and drive improvements based on feedback.
  • Develop and refine proposal templates, tools, and processes to enhance efficiency and effectiveness.
  • Ensure all proposals are high-quality, compliant, and delivered on time in a high-pressure, deadline-oriented environment.

Requirements
  • Bachelor's degree in Business, Communications, or a related field (preferred).
  • 5+ years of experience managing and strategizing bid and proposal efforts, with a strong background in DoD and/or Navy desired.
  • Proven experience leading large, competitive proposal efforts and working within structured business development frameworks.
  • Deep understanding of federal acquisition processes, government RFP requirements, and industry best practices.
  • Expertise in Microsoft Word, PowerPoint, Excel, and Adobe Acrobat.
  • Strong leadership skills with the ability to influence and motivate diverse teams under tight deadlines.
  • Exceptional writing, editing, communication, and strategic thinking skills.
  • Ability to thrive in a fast-paced, high-pressure environment with multiple competing deadlines.
  • Strong organization, time management, and advanced planning an absolute must.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $90,000 to $140,000 (annually).
