Brief Job Description:
The systems analyst will develop models for effective agency work. Evaluate strategic needs and break them into actionable tasks. Analyze procedures, systems, or programs for efficiency and improve workflow through new designs. Prepare charts, diagrams, and tables for problem-solving. Understand relationships in business services, project management, architecture, requirements gathering, and operations management.
This role involves using agile development practices and collaborating with other teams to improve applications. The systems analyst will work independently or within teams, ensuring timely, high-quality deliveries. This position allows for minimal supervision, requiring significant initiative and independent judgment.
Essential Job Functions (EJFs):
(40%) Ensures the delivery of high-quality work products by designing and implementing effective system strategies and solutions as needed. Analyzes both new and existing procedures, information systems, and utility programs to assess their efficiency and effectiveness. Evaluates and diagnoses systems to confirm they meet essential requirements and function optimally. Designs, modifies, and implements new or updated systems to address emerging needs or enhance operational efficiency. This process involves analyzing current workflows, identifying areas for improvement, and developing solutions that streamline processes and boost productivity. Additionally, conducts thorough testing to verify system performance and reliability, ensuring all critical specifications are satisfied. Produces technical specifications, diagrams, and other necessary documentation to support these efforts. Identifies and documents technical support policies and processes as requested or needed, ensuring comprehensive and clear guidelines are available for ongoing support and maintenance.
(15%) Collaborates effectively with team members to achieve deliverable goals and objectives. Coordinates and actively participates in the development and execution of enterprise-level strategies and technical direction. Includes establishing robust processes and procedures for executing and maintaining comprehensive technology roadmaps. Ensure the planning, aligns with organizational goals and drives technological advancements.
(15%) Oversee and coordinate projects that involve cross-functional agency systems and collaboration with IT applications, infrastructure and securities teams. Includes meticulous planning and scheduling throughout the project development and implementation stages. Ensuring effective communication and alignment among all stakeholders, facilitate the seamless integration of systems and processes. Manage timelines, resources, and deliverables to ensure successful project outcomes and adherence to established goals and objectives.
(15%) Coordinate and actively participate in the development and execution of enterprise-level strategies and technical direction. Involves establishing and refining processes and procedures for executing and maintaining comprehensive technology roadmaps. Collaborate with cross-functional teams and stakeholders, ensure that strategic objectives are met and that technological advancements align with organizational goals. Monitor and evaluate the effectiveness of these strategies, making adjustments as necessary to optimize performance and achieve desired outcomes. Requires a deep understanding of both current and emerging technologies, as well as the ability to anticipate future needs and trends.
(10%) Attends meetings, monitors deliverables and reviews submitted documentation to ensure established procedures are being followed. Identifies inconsistencies discovered, documents and reports to management for mitigation.
(5%) Performs other work as assigned.
Knowledge, Skills and Abilities (KSAs):

Initial Screening Criteria:
Bachelor's or higher degree in the IT field or related study. Work experience in the IT field may be substituted year for year for the education requirement with a maximum of four (4) years.
Minimum of ten (10) years of experience working on IT projects.
Minimum of six (6) years of experience in an analysis role.

- Knowledge and hands-on experience of the limitations and capabilities of computer systems, information technology equipment, applicable programming languages, computer hardware and software, and computer operating systems.
- Knowledge of frameworks and methodologies to design and manage an organization's structure and operations.
- Strong technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.g., Visio, Erwin), the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project.
- Strong skills with cloud technologies like AWS, Azure and Google.
- Strong skills with Power Platform, Power BI
- Strong analytical and problem-solving skills with experience as a data acquisition architect for a software development, data analytics, performance management system, or data warehousing project.
