Job Summary
This position is located in the District Department of Transportation (DDOT) Infrastructure Project Management Administration (IPMA). The mission of DDOT is to equitably deliver a safe, sustainable and reliable multimodal transportation network for all residents and visitors of the District of Columbia.
The Supervisory Civil Engineer is responsible for providing leadership, direction and oversight for the design, development, coordination, and simultaneous execution of multiple highly professional/technical engineering projects and programs and other special projects for IPMA. Incumbent provides authoritative interpretations of associated policies, governing codes and legislation, etc. pertinent to engineering programs planned for construction and rehabilitation of streets, bridges, tunnels and other transportation related projects throughout the District. Incumbent is recognized as the technical authority to the IPMA.
Duties and Responsibilities
Serves as the Program Manager for IPMA. Manages and coordinates multiple, complex, and simultaneous transportation projects in the Anacostia River redevelopment zone, providing leadership, coordination, and direction, for multiple project teams, consultants, and others that comprise highly professional and technical staff from cross-functional disciplines. Directs project team staff in the review of design plans, specifications, and cost estimates for construction ability, quality assurance and uniformity, and conformity to the governing guidelines. Oversees all project phases for ridge, alley, roadway, and trail improvement zones, while maintaining efficient traffic flow during construction, particularly the creation of traffic plans that successfully coordinate auxiliary transportation services.
Creates detailed, comprehensive project manuals that specify civil engineering, urban design guidelines, tree/landscape planting requirements, drainage systems, and graphic standards, which fully corresponds to the Federal Highway Administration's standards and regulations related to the design of highways/streets, bridges, tunnels, and other transportation-related AWI transportation projects. Prioritizes through planning to minimize project changes, ensuring on time and within budget completion. Balances and aligns project scope and criteria, schedules and milestones, budgets, responsibilities of participating parties, assumptions, risks, contingencies, and performance measurement criteria. Provides technical expertise and administrative guidance to project teams.
Qualifications and Education
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience. College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Specialized Experience:
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Examples of specialized experience include: the performance of professional engineering work in construction or general engineering.
Preferred Experience:
At least ten (10) years of supervisory management experience of design and construction personnel is preferred.
A Master's degree in engineering is preferred, plus fifteen (15) years of experience in applying engineering principles, practices, techniques, and management preferred.
Licenses and Certifications
Professional Engineer (PE), from the National Society of Professional Engineers or National Institute for Certification in Engineering Technologies, or an Accreditation Board for Engineering and Technology (ABET) is required.
Must possess and maintain a valid driver's license.
Working Conditions/Environment
The work is performed in the normal office setting and in-the-field.
Other Significant Facts
Tour of Duty: Varies, Incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status, 24 hours a day, seven days a week.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit (Non-Union): This position is not a part of a collective bargaining unit.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
