Job Summary
The Deputy Director of Fare Revenue Logistics, Operations, and Maintenance will perform oversight of delivery of the Fare Revenue installation work in stations, buses, and light rail vehicles. The Deputy Director of Fare Revenue Logistics, Operations, and Maintenance must be able to coordinate the delivery process while operating within the constraints and framework of the MBTA's agreement with the AFC 2.0 Systems Integrator. The Deputy Director will also oversee the contract for outsourced cash collection. Stakeholders range from MBTA operating divisions to third party government bodies and utilities.

Job Summary
The Deputy Director of Fare Revenue Logistics, Operations, and Maintenance will perform oversight of delivery of the Fare Revenue installation work in stations, buses, and light rail vehicles. The Deputy Director of Fare Revenue Logistics, Operations, and Maintenance must be able to coordinate the delivery process while operating within the constraints and framework of the MBTA's agreement with the AFC 2.0 Systems Integrator. The Deputy Director will also oversee the contract for outsourced cash collection. Stakeholders range from MBTA operating divisions to third party government bodies and utilities.
Duties & Responsibilities
- Assist the Director of AFC O&M in management of Authority workforce, consultant or contracted work as related to automated fare collection logistics, operations, and maintenance.
- Supervise and direct the work of the Project Management / Construction Management consultant in the oversight of the installation work as related to fare revenue equipment in stations, carhouses, and garages.
- Recommend staffing levels, level of effort, and division of labor between contractors and MBTA employees.
- Coordinate access to vehicles, garages, carhouses, platforms, and stations as related to work being done to support the continuity of fare collection.
- Supervise professional staff including but not limited to Managers, Resident Engineers, Construction Inspectors, Project Coordinators, and other administrative personnel.
- Coordinate the development and review of engineering drawing packages, including for in-station and on-vehicle installations and construction.
- Facilitate procurement work for the AFC 2.0 installation contracts including finalizing contract documents, facilitating the pre-bid and bid evaluation processes, and facilitating amendments, change orders, payments, and other authorizations.
- Coordinate construction in MBTA stations and facilities that continue to operate in revenue service, and the necessary interfaces with MBTA operations and support departments.
- Direct the outsourced cash collection vendor contract.
- Act as the division liaison to Capital Delivery and other departments who are performing civil and construction work in areas or vehicles that have fare collection equipment or will in the future.
- Secure commitments from MBTA operating and support departments concerning the availability of their resources.
- Develop and manage budgets for contracted and MBTA in-house support work.
- Monitor and document compliance with the installation-related requirements in the MBTA's agreement with the Systems Integrator and escalate any exceptions as they arise.
- Serve as the point of contact for other MBTA capital projects with regards to work that may impact fare collection equipment or operations. Coordinate impacts of capital work with existing fare collection systems and future fare collection systems.
- Perform contract oversight functions upon revenue service commencement of equipment.
- Drive a company vehicle to visit work sites.
- Assist at emergencies and/or events as needed.
- Work any and all shifts and/or locations as assigned.
- Respond to each inquiry in a courteous and professional manner consistent with the Authority's customer service quality standard.
- Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week.
- Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees; assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti Retaliation policies; and perform related duties and projects as assigned.
- Perform all other duties and projects that may be assigned.
Supervision
- May supervise staff such as managers, resident engineers, construction inspectors, project managers, project coordinators, other Authority employees and consultant or contractor staff.
Minimum Requirements & Qualifications
- Bachelor's degree from an accredited institution in Civil or Electrical Engineering or related field.
- Five (5) years of experience in managing construction projects that required close coordination with and minimizing interference with ongoing operations involving the public.
- Two (2) years of experience fare revenue or fare collection.
- Two (2) years leading and managing programs and projects in the public and/or private sectors.
- Strong program management skills including establishing and utilizing project management systems.
- Advanced proficiency with Microsoft Office programs including Word, Excel, PowerPoint, and Project.
- A valid drivers license
- Ability to supervise and work effectively with a diverse workforce.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
- A master's degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
- Experience working in transit or multi-discipline infrastructure programs.
- Experience overseeing field staff in a construction environment.
- Experience using online collaboration and tracking tools (e.g., Slack, Asana, etc.).
- Experience using Service Now.
