To fulfill this mission the Office of Student Protections (OSP) and Title IX's / Equal Opportunity Compliance Office (OSP/EOCO) responds to, investigates, resolves, and transforms cases related to interpersonal harm toward individuals with an actual or perceived membership of protected categories under federal law and the district's nondiscrimination policy as well as other forms of harm impacting students.


Job Summary:
Reporting to the Chief Title IX Officer, the Deputy Chief Title IX Officer will manage the district's compliance with the full range of Title IX requirements. As part of its commitment to ensure a safe and nurturing learning environment for all students and staff, the OSP/EOCO are charged with oversight of all aspects of the response, prevention and education initiatives pursuant to sexual abuse, harassment and misconduct in addition to other Title IX and Title VI program activities. Additionally, OSP investigates allegations of general staff misconduct, encompassing physical abuse, corporal punishment and verbal abuse. Finally, both OSP and EOCO oversee the district's response, prevention and education initiatives to complaints of discrimination, harassment, and retaliation against all protected categories in compliance with CPS policies ensuring that all parties are supported.


The Deputy Chief Title IX Officer will assist in leading a staff of over 40 professionals and will partner with the Chief to develop and manage the OSP and EOCO's strategic priorities. This is a full-time, exempt position that will be paid for time worked on a salary basis.

This Job Will be held accountable for the following responsibilities:


District's Deputy Title IX Coordinator
  • Assist with overseeing the district's federal and state Title IX and Office for Civil Rights compliance obligations by ensuring timely response to all complaints under the purview of OSP;
  • Serve as the secondary contact for government inquiries related to Title IX and civil rights compliance with applicable laws and regulations;
  • Assist the Chief Title IX Officer with developing and implementing systems to monitor the effectiveness of policies and procedures related to Title IX and Title VI compliance;
  • Evaluate current internal policies and processes and ensure district-wide systems are compliant with federal and state Title IX and Title VI laws and regulations;
  • Assess and recommend changes to district policies, operating procedures or systems to maintain compliance with Title IX and Title VI;
  • Remain current regarding state and federal laws, regulations and trends in education related to sexual misconduct, abuse, harassment and other discriminatory practices that violate Title IX and Title VI;
  • Coordinate the development, implementation, and monitoring of Title IX disclosures, policies and procedures to comply with federal and state legislation and regulations;
  • Monitor changes in equal opportunity and Title IX laws and provide ongoing guidance to leadership in reviewing and altering policies and procedures;
  • Assess overall efficacy of CPS' coordination and response to Title IX and Title VI cases and recommend process changes as needed; and Serve as the designated adviser to senior management, administrators and staff on matters related to sexual abuse, misconduct and other violations pursuant to Title IX and Title VI

Intake and Coordination
  • Develop, implement, and oversee case management plans for response and supportive measures related Title IX, Title VI, reports of violations of the Non-Discrimination Policy, and general staff misconduct;
  • Refer and track all sexual harassment, abuse or misconduct reports, including referrals for investigations to the Office of Inspector General;
  • Ensure appropriate, complete responses, and resolutions are carried out for all reports of misconduct falling under the purview of OSP/EOCO;
  • Partner with the Law, Safety & Security and other departments and external partners to ensure student and staff safety and to facilitate the delivery of trauma and/or social-emotional services to students, families and staff;
  • Develop and maintain follow-up protocols for students, families and staff to identify and address ongoing challenges;
  • Continuously identify and integrate best practices with regard to sexual misconduct, Title IX, Title VI, non-discrimination, and corporal punishment and stay abreast of current developments in investigations and supportive responses for students;
  • Train intake and coordination staff to successfully support individuals and groups representing a wide range of diverse cultural, geographic and socioeconomic background;
  • Provide ongoing training to department staff to ensure compliance with changing laws and requirements; and Ensure the department's case management system is updated in a timely manner to reflect all reports, cases, and findings.

Training, Prevention and Compliance
  • Collaborate with senior CPS leaders, the Communications Office and external partners to develop content and materials to implement district-wide awareness campaigns
  • Develop and disseminate educational materials (e.g. web, print, media, etc.) that inform district students and staff of their rights, responsibilities, and resources both internal and external to CPS.
  • Create and maintain required OCR website, content and information Initiate, build and manage cohesive partnerships and outreach programs with stakeholders internal and external to the district, government agencies, and community partners to provide resources and support to students and staff Maintain records of training, professional development, educational materials, and oversee the management of a database system to track completion
  • Develop metrics to analyze the effectiveness of programs, communications & engagement campaigns, and training Implement "train-the-trainer" programs to increase internal district capacity to facilitate long-term ongoing training
  • Work with schools and other departments to administer and track preventative education and training programs designed to increase awareness of Erin's Law, sexual abuse, and sexual misconduct for students and staff

Data Management
  • Compile and analyze data regarding complaints, trends, training, investigation and findings, outcomes and discipline pertaining to Title IX, reports and violations of the Non-Discrimination Policy and general staff misconduct.
  • Manage the organization, tracking and reporting of all cases via the appropriate confidential case management and/or database system
  • Utilize available data to identify patterns and/or systematic problems related to cases across the district and develop action plans to address trends as needed
  • Assist the Chief Title IX Officer as needed with developing reports to the CEO and Board of Education outlining data metrics, response and preventative measures
  • Other duties as assigned

Education Required:
  • Bachelor's degree from an accredited college or university.
  • Advanced degree in relevant area, preferred

Experience Required:
  • Minimum of 5 years of leadership experience, preferably in a Title IX and/or EEO Officer position or a related role; K-12 experience strongly preferred
  • Minimum of 3 years of experience conducting trauma-sensitive investigations and/or leading an investigations team in education, human resources, law, compliance or a similar field is strongly preferred
  • Minimum 2 years of experience in the development and facilitation of training programs, informational materials and stakeholder consultations
  • Minimum of 2 years of experience and skill in designing, developing and implementing successful training programs, plans, and services related to Title IX compliance
  • Completion of sexual abuse, misconduct and/or violence prevention and response training with a nationally recognized organization preferred

Knowledge, Skills and Abilities:
  • Initiate, build, and manage collaborative partnerships and professional relationships both internally and externally.
  • Ability to build and create data, analyze statistics, identify trends, and make balanced, objective recommendations in a proactive manner to achieve maximum results.
  • Extensive knowledge of civil rights laws and regulations, emphasizing Title IX and sex discrimination;
  • Skills in exercising independent judgment in the assessment, investigation, and resolution of Title IX concerns.
  • Demonstrated knowledge of best practices and methodologies for conducting investigations, fact-finding and investigative interviewing
  • Demonstrated knowledge of current state and federal laws and regulations related to Title IX and Title VI compliance, and other applicable laws and regulations for educational institutions;
  • Strong problem solving skills;
  • Commitment to continuous improvement, including proactively soliciting and incorporating feedback to iterate on processes and work products Excellent oral and written communication skills with the ability to adapt communication styles to different audiences and situations
  • Ability to deal with highly confidential and sensitive information
  • Ability to quickly adjust to shifting priorities and deadlines; can juggle multiple and varied projects simultaneously
  • Strong presentation and facilitation skills for various audiences;
  • A high degree of initiative in approaching responsibilities and implementing institutional plans and goals

  • :Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
