Overview
Bowhead seeks a Program Manager with advanced technical skills to join our team supporting the program office for NSWC Corona - Corona Division in Norco, California. The Program Manager will work directly with the client analyzing complex and unique technical support assignments and lead a team of systems administrators, application developers, service desk support, cyber engineers, and video technicians within a scaled agile environment.
This is full time onsite position - 5 days a week at NSWC Corona, Norco CA.
Responsibilities
Provide general program management support for all existing and new IT projects across the division
Maintain all project plans associated with program
Coordinate all personnel actions with Corona Division and Bowhead leadership
Author, collect, review, and deliver all programmatic contractual documents to program leadership
Coordinate and manage pricing, forecasting and overall cost management actions with the Bowhead pricing team
Host monthly program management reviews with Corona Division and Bowhead leadership
Develop, maintain, and execute data collection processes that feed the Navy's enterprise portfolio systems
Provide IT management advisory support to division leadership in support and execution of Corona Division IT requirements
Provide supervision of project planning, scheduling, and implementation
Direct completion of projects within estimated time frames and budget constraints
Demonstrate exceptional writing and oral communication skills and ensure premier quality products and services are delivered
Maintain, organize update all program documentation as required
Develop, deliver and maintain a yearly project management plan
Other duties as assigned
Qualifications
Master's degree in engineering, information technology, computer science or business or related technical field of study and fifteen (15) years of experience managing IT projects, reporting status of projects and the development of data analytics OR
Bachelor's degree in engineering, information technology, computer science or business or related technical field of study and fifteen (15) years of experience managing IT projects, reporting status of projects and the development of data analytics, OR
High school degree, or a GED, and more than twenty (20) years of experience managing IT projects, reporting status of projects and the development of data analytics
Degree must be from an accredited college or university
PMP Certification required
Security + or CISSP Certification required
Strong knowledge of computer hardware, networking, software development, DoD cyber and RMF concepts
Previous experience in leadership role with Navy, Marine Corps, Air Force, Space Force, or Army a plus.
Proven ability to work on high visible or mission critical aspects of a given program and perform all functional duties independently
Advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
Expert writing skills
Ability to communicate effectively with all levels of employees, Government personnel, and other stakeholders
Strong team player, interpersonal skills, good judgment, and the ability to lead a team and work with company leadership
Relevant technical or management certifications a plus
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the minimum Secret level.
Physical Demands:
Must be able to lift up to 25 pounds
Must be able to stand and walk for prolonged amounts of time
Must be able to twist, bend and squat periodically
