JOB SUMMARY / PURPOSE OF POSITION

The Lead Industrial Safety Technician is responsible for execution and interpretations of the all-applicable regulations, directives, policies, guidelines, and orders, which include, but are not limited to 10 CFR 830, 10 CFR 835, 10 CFR 851, WVDP-011, WVDP technical work documents, and SOPs. The Lead Industrial Safety Technician will assist with the anticipation, recognition, evaluation, prevention and control of those environmental factors or stresses arising in or from the workplace which may cause sickness, impaired health and well-being, or significant discomfort among workers.

In addition to the tasks assigned to a Safety and Industrial Hygiene Technician, the individual may be assigned the responsibility for the review of all Health & Safety documents generated prior to submittal to the Health & Safety Engineers for final approval. These individuals may act as a Health and Safety Engineer or supervisor as designated by the Safety Manager.

REQUIREMENTS/SPECIFICATIONS

Education/Experience:
  • Associates Degree in Occupational Safety, Science or related discipline or the equivalent combination of education and experience.
  • A minimum of five (5) years of directly related experience.
  • DOE and/or Construction operational experience is preferred.
  • Certified Safety Technician (e.g., OHST, CHST) preferred
  • Subject to shift work
  • Personal Protective Clothing
  • Respirator Qualified

Preferred Qualifications:
  • Advanced working knowledge of Safety related codes and standards (OSHA, NFPA, DOE orders...)
  • Advanced problem-solving skills.
  • Ability to interface with internal and external customers.

Other Requirements:
  • Conducting industrial hygiene field monitoring, personnel monitoring and respiratory protection monitoring utilizing industrial hygiene equipment in accordance with CHBWV procedure and regulatory requirements.
  • Maintaining necessary safety and health supplies (consumables, industrial hygiene instrumentation); performance processes; performance of safety inspections of electrical and mechanical equipment to be brought to the West Valley Site.
  • Assess the effectiveness and completeness of the implementation of the safety programs in the field; review work packages to determine compliance with CHBWV, OSHA and applicable DOE orders and requirements related to safety.
  • Provide independent analysis of work, and apply controls based on CHBWV procedures, OSHA regulations, and DOE orders; conduct daily oversight, walk downs, and perform scheduled field assessments as directed. Must be able to use independent judgment to provide solutions to a wide range of complex problems. Receives assignments in terms of required objectives, establishes own priorities and guidelines and follows broadly defined procedures.
  • Must be able to make decisions within established guidelines, exercise initiative in completing recurring assignments independently and determine which methods are applicable in any given situation.
  • Must justify, defend, negotiate, or settle matters involving significant or controversial issues.
  • Must be able to interface with individuals or groups from inside or outside of the organization, and senior management. May be required to make presentations to employees, managers, senior managers and/or others.

MAJOR RESPONSIBILITIES/DUTIES/TASKS
  • Maintain a safe and healthy work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.
  • Adhere to standards contained in the Company "Code of Conduct," Company EEO practices, and DOE directives.
  • Identifies potential safety hazards by investigating adequacy of ventilation, exhaust equipment, lighting and other conditions which may affect employee health, comfort of efficiency.
  • Eliminates or minimizes hazardous situations by conducting evaluations of exposure to noise, lead, asbestos, and recommend measures to ensure maximum employee protection.
  • Promotes a safe work environment by collaborating with CHBWV Safety group, Safety Manager, Site Occupational Medical Director and other Safety and Industrial Hygiene Technicians to institute control and remedial measures for hazardous and potentially hazardous conditions and equipment.
  • Assist supervisor in daily responsibilities, including but not limited to providing guidance to other personnel in performance of duties, preparation of paperwork as necessary.
  • Assume duties, when assigned by management, of directing, assigning and overseeing work of personnel in the absence of the supervisor.
  • Prepares reports including observations, analysis of contaminants, recommendations for control and correction of hazards.
  • Guides and promotes a safe work environment by participating in educational meetings to instruct employees in matters pertaining to occupational health and prevention of accidents.
  • Conducts assessments of various areas of the Industrial Health program.
  • Assist department manager in identifying and implementing areas of improvement and programmatic corrective actions.
  • Provide expert consultation in the resolution of site-wide industrial hygiene issues.
  • Maintain compliance with DOE's and other regulatory requirements by researching the requirements and establishing programs which meet them.
  • Meet department commitments by acting as a lead on key projects.
  • Regular attendance is required.
  • Contributes to team effort by accomplishing related results as needed.
