Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and ten (10) years of combined experience in cloud engineering, cloud migration, data engineering, data integration, streaming data development, data warehousing, data curation, data analysis, design, storage, and data protection and security. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions
Office setting with extensive computer usage, may require after hours work, and some travel

Why does the job exist?
- The IT Chief Data and Analytic Officer (CDAO) will be responsible for the Office of Data and Analytics including collaborating with multiple divisions within The Health Care Authority (HCA) to create and cultivate an analytical hub and spoke organization spanning people, process and technology. This includes technology: expanding the analytics platform and integrating disparate data; people: enhancing data literacy within HCA and at all levels, and growing and developing the analytical strength within HCA from descriptive through prescriptive and cognitive ; and process: data governance, data management, data quality policies, and master data management.
How does it get done?
The IT Chief Data and Analytic Officer is responsible for:
- Maintaining authority and accountability for exploiting the value of enterprise information assets, and of the analytics used to render insights for decision making, automated decisions and augmentation of human performance;
- Building partnerships with executive leadership to establish the vision for managing data as a business asset & to exploit data and analytics capabilities to maximize the value derived from data assets;
- Defining data and analytics, strategy and associated practices. Lead the creation and ongoing relevance of the organization's data and analytics strategy in collaboration with the Department Secretary, Deputy Secretaries, CIO, and Strategy Director;
- Fostering the creation of a data-driven culture, related competencies and data literacy across the department;
- Overseeing delivery models, methods and practices for creation of data products and ensuring consistent application and use of data and analytics solutions;
- Establishing and maintaining trust in data assets by instituting governance mechanisms for data and algorithms used for analysis, analytical applications and automated decision making and;
- Leading research, strategy creation and development of new data products or services to support the mission, vision, and goals of the department.

- The Health Care Authority staff, contractors, clients and other state departments.
Ideal Candidate
The ideal candidate has:
- Statistical skills;
- Five or more years of progressive leadership experience in leading cross-functional teams, multidisciplinary environments and enterprise-wide data and analytics programs;
- Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards; Broad understanding of the full range of strategic data and analytics capabilities and the ability to communicate thee concepts, methods and techniques in ways easily understood by other stakeholders;
- Experience in data and analytics strategy, data literacy, data management, structures, governance, and architectures;
- Analytics and business intelligence and;
- Data science and AI.
