Primary Purpose:

The Chief of Operations is responsible for the overall management, strategic planning, development, evaluation, and implementation of district transportation, maintenance and facilities, and construction and planning. Responsible for all aspects of planning, design, and construction for new construction and renovation projects from initiation through completion. Manages and oversees a project team including consultants, construction projects managers and inspectors. Works within school district guidelines, establishing project objectives, schedules, and plans, in order to make decisions related to the successful completion of construction and renovation projects.

Minimum Qualifications:

Education/Certification:

Master's degree or higher.

Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee

Experience/Knowledge/Skills:

Five (5) years of successful experience in facilities, operations, and or construction management in a school district .

Three (3) years as a director or department supervisor in construction management of a school district.

Organization Management

The assistant superintendent of operations manages the construction management project through activities such as the following:
  • Manages the overall project activities as assigned, including planning and coordinating departmental activities with others, preventing/resolving problem areas, ensuring all district policies, procedures, and standards are maintained.
  • Develops and manages budget for projects with responsibility with project expenditures, including authorization for payments and amendments to contracts.
  • Ensure conformity of design with program requirements, time schedules, budget limitations, construction codes and district standards and criteria.
  • Define the program and fiscal needs in the budget development process, ensure that fiscal resources address the mission of the district.
  • Demonstrate responsible fiscal control over assigned program budgets, ensure that fiscal resources address the mission of the district.
  • Serve as a consultant in school facility design on all matters affecting transportation, maintenance, and construction management programs and the cooperative preparation of the specifications.
  • Prepare adequate reports to provide the Superintendent and Board of Trustees with summary information relative to transportation, maintenance, and construction management programs.
  • Prepare reports to State and Federal agencies as required by the Superintendent.
  • Reviews consultants and contract qualifications; ranks and recommends consultants and contractors for projects; negotiates, prepares, and administers contracts; mediates disputes and recommends applicable settlements.
  • Ensure compliance with regulations and school district requirements in the performance of project work.
  • Review and approve contractor progress payments.
  • Update internal staff (administration, school leadership, etc.) on project progress and scheduling.
  • Participate in planning and school facilities design conferences with district administrators and school leadership.
  • Advise Chief Financial Officer on matters regarding assigned functions.

Organization Improvement

The assistant superintendent of operations promotes leadership in efforts to improve the school or organization through activities such as the following:
  • Oversee the management of transportation, maintenance and facilities, and construction operations of the district.
  • Incorporate district level goals into operational objectives to ensure that students arrive at school and school activities safely and on time; attend school in an environment that is safe, clean and conducive to learning.
  • Monitor and reevaluate operations departments on an ongoing basis to ensure that district needs are being met in an effective and efficient manner. Implement change where needed.
  • Collaborate with architects and consultants during the design and planning phases of all construction projects to ensure compliance with the district's specifications, designs and construction standards, and building programs. Monitor the progress and compliance of ongoing construction projects.
  • Ensure that the necessary time. Resources, materials and technology to support accomplishment of department goals are available.

Policy, Reports, and Law

The assistant superintendent of operations provides oversight in the policies, reports and law responsibly through activities such as the following:
  • Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area(s) supervised.
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required.
  • Follow district safety protocols and emergency procedures.

Personnel Management

The assistant superintendent of operations provides oversight and manages personnel through activities such as the following:
  • Prepare, review, and revise department job descriptions.
  • Develop training options and/or improvement plans to ensure exemplary operations.
  • Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal.

Supervisory Responsibilities:

Assigned staff.

Equipment:

Computer, computer software programs and peripherals, scanner, printer, copier, fax and other equipment applicable to position.

  • Maintain emotional control under stress.
  • Work with frequent interruptions and maintain emotional control under stress.
  • Repetitive hand motions; prolonged sitting and prolonged use of computer.
  • Work irregular and extended work hours to include holidays and weekends.
  • May require prolonged use of computer, moderate standing, stooping, bending, and lifting.
  • Occasional district wide and statewide travel.
  • Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces.
