ACQ, A&S, S&A Program Manager
The Nevada National Security Sites (NNSS) Stockpile Experimentation and Operations (SEO) Programs office is searching for an experienced Program Manager to manage the following National Nuclear Security Administration (NNSA) NA-115 (Office of Engineering & Technology Maturation) programs: Advanced Certification & Qualification (ACQ), Archiving & Support (A&S), and Studies & Assessments (S&A) programs. The program manager reports to the SEO Programs Deputy Director.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program."

Annual salary range for this position is: $151,881.60 - $243,006.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.

Key Responsibilities
- Serve as the A&S, ACQ, and S&A Program Manager. Prepared to support other programs as office needs evolve.
- Maintain Program plan and support Program Manager with routine and annual updates.
- Generation of five-year Future Year Nuclear Security Program (FYNSP) submission, prioritizing NNSS' scope, funding, and schedule for respective program.
- Support Program Manager with build and update of NNSS WBS in support of the National Program Plan.
- Generation and maintenance of yearly spend plan (scope, funding, schedule) for planned programmatic activities.
- Interface routinely with the Federal Program Managers (FPM), Nevada Field Office (NFO), and NNSS senior leadership on funding and other programmatic matters.
- Programmatic oversight to ensure alignment with associated programs/projects and NNSS mission objectives using Earned Value Management System (EVMS).
- Coordinate with Project Management and financial team to manage ACQ, A&S and S&A integration between program and project elements.
- Provides programmatic support for change control reviews and BCRs that propose significant changes or impact programmatic requirements and reporting.
- Interface with NNSS senior management to address / elevate key programmatic issues and risks.
- Supports project reviews and headquarters/dignitary tours, meetings, and reporting.
- Develop new business or expand the product line with stakeholders.
- Establish milestones and monitor adherence to master plans and schedules.
Qualifications
- Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
- Demonstrated success in Planning, Programming, Budgeting, and Execution of complex programs and projects.
- Demonstrated success leading the development of new program opportunities, including the definition, development, and preparation of proposals.
- Expertise in Earned Value Management.
- Ability to obtain and Maintain Q clearance (Current Q or TS clearance strongly preferred)
- Experience in deployment of program management and system engineering processes.
- Demonstrated ability to achieve operational excellence, set expectations and monitor delegated activities to closure, especially with ambiguity and conflicting priorities.
- Excellent verbal and written communication skills.
- Direct NNSA/Department of Defense Headquarters engagement experience preferred.
- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
- Flexible work schedule can be negotiated with the manager; employees can work 5/8s, 9/80 or 4/10s work week.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.
