Brief Job Description:

The Contract Administration Manager I works under the Deputy Director of Purchased Client Services and performs advanced (senior level) contract administration and special project management work. This position works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position will perform quality assurance contract administration work involving the quality assurance and oversight of the contracting process on a variety of contracts to ensure compliance with state and federal laws and rules and well as Comptroller and internal policies and procedures. This position will also assist with special project management work.

Essential Job Functions (EJFs):

Conducts and coordinates quality assurance reviews to determine compliance with appropriate state and federal laws, rules, policies, procedures, and the Comptroller by reviewing the scope of work, specifications, and conditions for various contracts across the division. Oversees the compliance of contracting activities though out the contracting process including developing and tracking key metrics. Completes written and verbal reports to management regarding the contract review findings, recommended actions, and monitoring of implementation of recommendations.

Conducts analysis of monthly and annual program metrics and prepares management reports identifying trends, patterns, strengths, and opportunity for program improvement. Analyzes trends and patterns and communicates results to management in a manner that facilitates further program improvement. May provide input on budget, budget development, staff allocations, and efficient/effective use of resources.

Monitors the quality assurance activities conducted by contracts staff, including assisting in the development of quality assurance tools used and developing short- and long-term strategies and goals for the division. Plans, develops, and conducts trainings and presentations. As well as plans, develops, and implements internal policies and procedures for the division.

Communicates quality assurance activities to internal and external stakeholders. As well as initiates and oversees special studies or surveys to assess consumer and program outcomes for evaluation. Serves as the principal liaison between agency management, HHSC, DFPS Contract Oversight and Support, the Legislature, and other internal or external stakeholders.

The position may have supervision duties. As well as performs other duties as assigned.

Knowledge, Skills and Abilities (KSAs):
  • Knowledge of local, state, and federal laws and regulations relevant to program areas and knowledge of Contract Management and Texas Department of Family and Protective Services and Child Protective Services.
  • Knowledge of SharePoint, CAPPS, SCOR, Excel and Word Programs.
  • Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans, to interpret complex data, to effectively demonstrate negotiation and facilitation skills, and to communicate effectively.
  • Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; and to prepare concise reports.
  • Ability to interpret policies and procedures.
  • Skill in analyzing data, developing methodologies, and using critical analysis to identify and evaluate trends and patterns.
  • Skill in establishing and maintaining effective working relationships, with internal and external stakeholders from various levels of staff up to executive management.
  • Skill in effective verbal communication, including the ability present data to internal and external stakeholders.
  • Skill in effective written communications, including the ability to write formal communications and to prepare clear and concise reports.
  • Ability to make sound decisions under pressure and to work independently with minimal supervision.
  • Ability to prioritize and manage multiple responsibilities.


Registrations, Licensure Requirements or Certifications:

Certified Texas Contract Manager (CTCM) within 18 months of hire

Initial Screening Criteria:

Experience in contract development or contract administration and in contract management, monitoring of contracts, or in the quality assurance of contracts. Graduation from an accredited four-year college or university. Experience and education may be substituted for one another. DFPS experience preferred.

Additional Information:

This position may be eligible to telework in accordance with DFPS policy. The incumbent will be required to attend in-person meetings as required by the management.
